Covid-19: Japan contemplates a state of emergency in Greater Tokyo

The Japanese Prime Minister, Yoshihide suga, announced Monday that the government “contemplates” enacting a new state of emergency in the Greater Tokyo region after the increase in coronavirus infections, which made the situation “very serious.”

The Japanese head of government expects the vaccination campaign to start in late February and has said that he will be one of the first to receive the vaccine.

Suga, who called on the population to avoid non-essential exits, declared that the government is preparing to modify the law to be able to sanction establishments that do not respect orders to reduce opening hours or close them temporarily. At the same time, he promised incentives.

He also reiterated Tokyo’s commitment to host the Tokyo 2020 Olympics, which were postponed until the summer (northern hemisphere) of 2021 due to the pandemic. The organization of the event, he said, will be “proof that humanity has overcome the virus.”

Yoshihide Suga, who succeeded Shinzo Abe in September, is the subject of much criticism for the government’s handling of the health crisis.

Japan, which compared to other countries, had relatively few cases – 240,000 infected and fewer than 3,600 deaths, according to official data – since November has experienced a sharp increase in infections. On Thursday, it passed the 4,000 mark for new infections for the first time in 24 hours.

On Saturday, the governors of Tokyo and three nearby departments asked the government to declare a new state of emergency, like the one enacted in April and May 2020, which has progressively spread to the rest of the country.

But the government was hesitant to fear a further slowdown in the economy after three-quarters of the recession.

However, Suga admitted on Monday that “a stronger message is needed.”

“The government is considering decreeing a state of emergency with measures to reduce infections in bars and restaurants,” he said.

The state of emergency allows local governments to recommend the closure of businesses and allow residents to remain in their homes, but it is not mandatory and does not provide penalties for non-compliance.

Regarding vaccines, Suga said that the government is waiting for accurate data from US pharmaceutical companies by the end of the month and that vaccination could begin in late February.

The first to be vaccinated will be health professionals, the elderly and nursing home staff. Suga said that he will be one of the first to receive the vaccine.
