The Coronavirus Contingency Center in São Paulo today sent the proposal to Governor João Doria (PSDB) to extend the emergency phase, the most restrictive of the São Paulo Plan, for another 15 days. Doria announced the new restrictions with an initial deadline that would end on March 30, always making it clear that there would be the possibility of extending the measure. The governor received the new statement today and is expected to heed the recommendation.

Faced with this systematic worsening of the state pandemic, Doria, together with the government’s economic team, relaxed the committee’s suggestions, fearing that the measures would increase unpopularity among citizens and businesses.

The reality of the collapse in health, however, prevailed in March, according to members of the center. From the beginning of the month, the governor began to accept the committee’s suggestions almost entirely. The milestone of the governor’s change of position in relation to the committee was the adherence to the emergency phase of the São Paulo Plan.

In the last press conference, yesterday, the government announced timid improvements in the indicators of new state admissions. Although it was officially launched, there were no celebrations in the Health portfolio, which continues to see the moving average of deaths and new cases grow every day.

During today’s meeting between the government and the committee, the doctors stressed that the positive effects of the new restrictions on data will only be seen at the beginning of next week, as was the case with Araraquara, which today reaps the laurels of the confinement with a significant drop in the number of new cases and deaths.

More restrictions vs. civil disobedience

The debate on the actions of the pandemic in the São Paulo government revolves around a duality between the tightening of restrictions, especially in the morning and in the afternoon, but at the risk of “civil disobedience.”

It is a consensus among doctors that, if the State adopted harsh measures, such as fines or curfews monitored by the São Paulo Military Police, part of the population would refuse to comply and the other restrictions would fall into permanent social discredit.

Other tough measures, such as blocking roads or avenues in the city at certain times, would be under the responsibility of the municipalities. At least in São Paulo, ideas like this are not even discussed.

Therefore, at least until mid-April, the strongest idea to follow in the government is to maintain the current restrictions with specific adjustments if necessary. The committee expects an increase in the number of new daily deaths beyond 1,000 deaths in the coming days.
