The city of Campinas decided on Tuesday (2) to impose the red phase of the São Paulo Plan to ease the quarantine in the city due to the extreme pressure on the city’s health network. In recent days, the city has registered a large increase in hospitalizations for covid-19, in addition to the upward trend of new cases. The change begins tomorrow (3) and is valid for 15 days, until March 16.

The red phase, highlighted as a maximum alert, is the most restrictive of the São Paulo Plan, when only essential activities can function. Sectors such as supermarkets and pharmacies enter into these activities.

The rest can only work with a delivery, drive-thru and take-away system. You cannot operate any non-essential activity to receive the public. The intention is to drastically reduce the movement of people in the municipality.

The mayor of Campinas, Dario Saadi (Republicans) said that the measure is to avoid a “collapse” in the health network. “The city is going through a moment of health emergency never seen in its recent history. This measure was necessary, due to the health emergency and the need for beds,” said Dário.

“For 14 days, until March 16, only the essential activities of the city will be able to function. There can be no gym, hairdresser or barber shop, for example. None with an audience. We are also restricting the churches with the closure of activities at 8pm and with 30% capacity. Following the guidelines, face-to-face classes are suspended at all levels, with the exception of higher education courses in the health area, “said Peter Panutto, municipal secretary of Justice.

He also affirmed that there will be a restriction on access to the Municipal Palace with a presence limit of 30% of the employees in the City Hall.

This year, Campinas was in the red phase of activity restriction the first weekend of the year and then during the night red phase that ended yesterday (read below).

ALMOST COLLAPSE

On the situation, the mayor of Campinas, Dário Saadi (Republicans), said that the lack of adoption of restrictive measures at this time could lead to a collapse never seen in the city’s health network.

“We live in a moment of near collapse of our health system. It is not an easy decision for the city to make. I have been to all hospitals, mainly public ones, closely monitoring the work and suffering of the medical teams. We have intubated relatives. We are all tired of this pandemic. And tired of the restrictions. But we recover tiredness. The pain of losing a family member is forever ”.

Dário also said that the majority of the population follows the protocols, but that a minority has had an impact on the pandemic situation in the city. “We are going to act. We know how difficult it is, for many productive sectors, to face a red phase. But the public powers have to act when they have to act.” This decision, according to the mayor, was made unanimously among the secretariats, including Health and Legal Affairs.

The state government also provides more restrictive measures for the current time of the covid pandemic in the state. Today a meeting with the mayors is scheduled at 4 in the afternoon.

HISTORICAL

The last time that Campinas was in the red phase throughout the day was in two periods of December and January, when the state government placed all the cities of São Paulo in the most restrictive phase. The period was valid for days 25, 26 and 27 1, 2 and 3.

In February, Campinas decided to adopt a red night phase, from 9 pm to 5 am, in addition to the weekends. It was decreed on March 26 and ended on March 1, after the Campinas region fell back to the orange phase, in this phase services can only operate until 8 pm.

Following this announcement from the city of Campinas, the state government also adopted a restriction from 11 pm to 5 am. The restriction on the movement of people at this time was determined last Wednesday (24) and the measure was in force until March 14. Now, it stops being used in places where the red phase operates.

WHAT CAN WORK IN THE RED PHASE

Health: hospitals, clinics, pharmacies, dental clinics, laundries and animal health establishments.

Food: supermarkets, hypermarkets, butchers and bakeries, accessories stores, markets. Consumption on site is prohibited.

Bars, cafes and restaurants: delivery services are allowed and allow shopping without leaving the car (drive thru). Also valid for gas station establishments.

Supply: supply chain and logistics, agricultural production and agribusiness, transporters, warehouses, gas stations and building materials warehouses.

Logistics: car rental companies and establishments, motor vehicle workshops, mass public transport, taxis, transport applications, delivery services and parking.

General services: laundries, cleaning services, hotels, maintenance and cleaning services, banking services (including lotteries), call center services, technical assistance for electronic products and kiosks.

Security: public and private security services.

Social communication: means of social communication, including electronics, carried out by broadcasting companies and written press and by sounds and images.

Civil construction, agribusiness and industry: without restrictions.
