For a minister heard privately by GLOBO, the act was an attempt by Bolsonaro to share responsibility for any recession with the closure of trade in cities with the Judiciary. This minister warned that the Supreme Court is not an organ of prior consultation to validate the president’s act, but rather the organ that later judges the legality of the measure, if asked to do so.

In the minister’s opinion, with his attitude, Bolsonaro tried to embarrass the court by crossing the Praça dos Três Poderes. Another minister heard by GLOBO considered Bolsonaro’s decision to broadcast the meeting live to be inappropriate. It would be a way to put pressure on the Supreme. In contrast, Minister Marco Aurélio Mello saw no problem with the meeting of Bolsonaro, Toffoli and businessmen. According to him, it was only a courtesy visit, without any pressure from one Power over the other.
