BRASILIA – A decree published this Tuesday in the Official Gazette authorizes the economic team to prepare a model for the privatization of the Basic Health Units (UBS). The measure included the policy to promote the primary health care sector within the scope of the Investment Partnership Program (PPI) of the Presidency of the Republic.
The decree provides for the “preparation of studies of alternative alliances with the private sector for the construction, modernization and operation of Basic Health Units in the States, the Federal District and the Municipalities.” The measure was viewed with suspicion by some local managers, who saw in the measure a trend towards the privatization of the units.

The text indicates that, initially, the measure will allow the structuring of pilot projects, the selection of which will be established in an act of the Special Secretariat of the Investment Alliances Program of the Ministry of Economy. GLOBO questioned the Ministry of Economy about the measure and the portfolio confirmed that the measure aims to promote privatization in the sector:
“The objective is to allow the construction of an institutional arrangement for the structuring of alliance projects with the private sector aimed at the states. In this sense, the PPI will work with the Ministry of Health and the BNDES in defining guidelines for the preparation of this type. project, and then select federated entities (municipalities or public consortia) that show interest in these alliances in the health sector ”, he said.

The Ministry of Economy argues that “the main point of the project is to find solutions for the significant number of Basic Health Units that are unfinished or not in operation in the country.” The ministry also assured that the conduct of public policy will continue to be the responsibility of the Ministry of Health. The measure was received with suspicion among municipal administrators and students. The National Council of Municipal Health Secretaries (Conasems) said that it asked the Ministry of Health for an explanatory note on the measure.
Decree ‘strange’
The president of the National Council of Health Secretaries (Conass), which represents the secretaries of State, Carlos Eduardo Lula, considered that the measure promotes a total change in the current model. According to him, the issue will be discussed at the next board meeting.

It is a strange business and without the participation of the Ministry of Health, which makes it even more strange. It’s very strange.
In a video published on the page of the National Health Council (CNS) on YouTube, the president of the organization, Fernando Pigatto, describes the president’s measure as “arbitrary.”
