In the post, Bolsonaro speaks of a decree “already revoked.” However, as of the time of publication, the annulment of the document had not yet been published in the “Official Gazette”. According to the General Secretariat of the Presidency of the Republic, the disclosure will take place this Wednesday.
“We currently have more than 4,000 Basic Health Units (UBS) and 168 Unfinished Emergency Care Units (UPA). We lack the financial resources to complete the works, buy equipment and hire personnel, ”Bolsonaro says in the post.
“The spirit of Decree 10.530, already revoked with the aim of completing these works, in addition to allowing users to search the private network with expenses paid by the Union ”, he continues.

Half an hour later, Bolsonaro edited the publication and added another fragment, in which he talks about a possible reissue of the decree.
“The simple reading of the Decree at no time marked the privatization of the SUS. If there is a future understanding of the benefits proposed by the Decree, it may be reissued,” he wrote.
The decree on the matter was published on Tuesday (27), signed by Bolsonaro and the Minister of Economy, Paulo Guedes. The text allowed the portfolio to carry out studies to include Basic Health Units (UBS) within the Investment Partnership Program (PPI) of the Presidency of the Republic.
Decree foreseen for studies of private associations in positions of the SUS
PPI is the government’s program that deals with privatizations, on projects ranging from railways to public companies.
The text of Decree 10,530 establishes that the “policy for the promotion of the primary health care sector” would be “enabled” to participate in the PPI.
According to the decree, the studies on UBS must evaluate “alternatives of alliances with the private sector for the construction, modernization and operation of Basic Health Units in the States, the Federal District and the Municipalities.”
