In a year in which income transfer programs have become fundamental to the country’s economy due to the health crisis caused by the covid-1 pandemicOn the 9th, the comings and goings of the federal government left doubts about the future of this type of social benefit.
Bolsa Familia, inherited by the administration of President Jair Bolsonaro, remained despite constant threats from the government itself, but resisted the not-so-well-connected suggestions of the Minister of Economy, Paulo Guedes, to replace it with a new program, which even in the name was not defined.
Initially it would be called Renda Brasil, it became Renta Ciudadana and returned to Renda Brasil, but none of them, anyway, left the newspaper.
The change, which Guedes intended to launch in 2020, caught Bolsonaro so much that he died before it existed.
This was due to the fact that, by suggesting it, the minister explained that some benefits would be extinguished to cover Renda Brasil’s spending, which was bad for public opinion and angered the president, who granted an interview to say that from that day on speaking on the show was forbidden.
In his argument, he stated that he would not accept “taking money from the poor and giving it to the poor.”
The search for resources to maintain the program led Senator Márcio Bittar (MDB-AC), rapporteur of the PEC Emergency (Proposal for Constitutional Amendment), to suggest using part of the money from Fundeb (Basic Education Maintenance and Development Fund). and another amount. Precautions to finance Renda Brasil.
In other words, getting money out of education and paying off debts, ideas that implode the press, the market and politicians.
Aid prevailed
If Bolsonaro and Guedes came from the 2018 presidential campaign promising a new appearance to Bolsa Família, mainly because it was launched by the PT administrations, the planning was run over by new coronavirus pandemic.
With the advance of covid-19, the initially timid idea of the government and vitaminized by the National Congress additional help to Brazilians who are without money due to the stoppage of economic activities imposed by the health crisis. This is how emergency aid came about.
The program with 5 installments of R $ 600 was later expanded with another three deposits of R $ 300.
The success of the emergency cash transfer increased Bolsonaro’s popularity and made Guedes welcome the move. So much so that he promised that the aid would serve as the basis for his new program, Renta Ciudadana or Brasil.
“Now we have to land emergency aid on this basic income from January 1,” the minister dreamed in September.
The last withdrawals are expected to take place in January 2021 and, despite the great positive impact on the country’s economy, it was responsible for bankrupting the Union’s cash, which said it was impossible to keep it any longer.
Informal helpless
The emergency aid, delivered to 60 million Brazilians to help informal and low-income workers, ended up finding people who did not receive any kind of help from the government, and these people, cited by Guedes as “40 million invisible”, must be completely helpless again since the turn of the year.
To improve the situation of this group without any program, the government is betting on measures of insertion in the labor market, such as, for example, the Green and Yellow Portfolio, which reduces bureaucracy and makes hiring cheaper.
The economic team has not yet given up on Renda Brasil / Cidadã and the issue is likely to be discussed again in the coming months.
Increase in Family Bag
Another novelty for 2021 is that the Bolsa Família, finally accepted (by force), must readjust the average amount of the benefit to R $ 200 (R $ 8 more than what is currently paid) and include more than 300 thousand families, according to the Ministry. Citizenship.
This is good news, but the queue for those trying to enter the program is almost 1 million families.
Bolsa Família currently benefits 14.2 million families and has an estimated budget of R $ 34.8 billion next year. In 2020, it was R $ 29.5 billion.
