On the fifth day of the blackout, the electricity supply began to be restored in Amapá this Saturday, the 7th, rotating in six-hour shifts. The Minister of Mines and Energy, Bento Albuquerque, reported late in the afternoon that 65% of the State’s load had been resumed. The service is expected to return to normal by the end of next week. At least 13 of the 16 municipalities in the state were affected by the blackout caused by the fire of an electrical substation on Tuesday night. Amapaenses reported difficulties obtaining water and food during the week.

“We were able to restore a good part of the burden of the State and we hope that it will be restored to 100% in the coming days,” said the minister, after inspecting the work in Macapá with the president of the Senate, Davi Alcolumbre (DEM-AP). In a video on social media, President Jair Bolsonaro gave a ten-day forecast to resume all service.

At dawn, the power was reconnected to the National Interconnected System after completing the repairs to one of the transformers of the burned substation. The repair was completed at 3 am. The first consumers began to receive electricity at 4:19 am. About 90% of the state’s 860,000 residents were without power.

The resumption does not yet serve all areas of the capital. The transformer load level reached 100 megawatts (MW) yesterday. According to the Companhia de Eletricidade do Amapá (CEA), it is necessary to reach 120 MW, in addition to the 30 MW of load that is being distributed through the Coaracy Nunes Plant to serve, albeit in a limited way, the thirteen cities without electricity .

According to the state government, a rationing schedule will be released for the next few days. “The rotation will be in shifts of 6 hours,” he said. The service restriction does not apply to essential services, such as healthcare. According to Governor Waldez Góes (PDT), no hospital or health unit suffered interruptions in the electricity supply due to the blackout; generators were used to keep it running.

“Gradually the energy returns in some parts of the state, in the capital Macapá and in Santana,” said Senator Randolfe Rodrigues (Rede-AP), in a video on social networks. The day before yesterday, the neighbors protested in the streets.

Water disinfection

In Macapá, the city continued to distribute water to residents without supply in at least three parts of the city on Saturday. The state government also announced the leasing of tanker trucks, generators and fuel. To avoid selling mineral water and other basic items at abusive prices, Procon announced inspections.

The State has also begun to distribute 15,000 boxes of 2.5% sodium hypochlorite to the population to be diluted in one liter of water. According to the management, the product aims to disinfect and make the water drinkable. “The objective is to prevent opportunistic diseases that can be generated with the consumption of non-own water,” he reported.

According to Albuquerque, energy planning studies were started to avoid new crises. “The responsibilities will be investigated and an administrative procedure was started on Wednesday morning, shortly after the incident,” the minister said. The Federal Public Ministry is also investigating the case.

Bolsonaro

President Jair Bolsonaro suggested yesterday that a private company may have been responsible for the blackout that is affecting the state. He said he “didn’t want to blame anyone,” but without naming names, he questioned the maintenance work the company does. “I think the maintenance of the private company that supplies the energy has failed,” he said in a video on social media.

The substation and transmission line that failed are owned by Gemini Energy, managed by mutual funds. The concession, formally known as Línea Macapá Transmissora de Energia, belonged to Isolux, which went bankrupt in Spain. In late 2019, Gemini bought the line. When sought Saturday night for comment on the allegation, Geminis did not comment.
