The president of the Senate, Davi Alcolumbre (DEM), used planes of the Brazilian Air Force (FAB) to support the electoral campaign of his brother Josiel, the DEM candidate for mayor of Macapá. Despite the senator’s efforts, Josiel lost the election last Sunday to Dr. Furlan (Citizenship). OR Status found that between October 9 and December 18, Alcolumbre traveled 14 times, in Aeronautical planes, the 1,792 kilometers that separate Brasilia from Macapá.
Official flight records indicate that trips were always made with the Senate security company. In September, the pre-campaign period, Alcolumbre did not make any trips to Amapá, his home state, on FAB planes. Josiel had started well in the polls, but saw the candidacy collapse after the transformer explosion that left Amapá in the dark for more than two weeks in November.
Faced with “signs of social upheaval” and risk to the security of voters due to the blackout, the president of the Superior Electoral Tribunal (TSE), Luís Roberto Barroso, decided to postpone the elections in Macapá. With the new calendar, the first shift was scheduled for the 6th of this month. The second round took place last Sunday.
With the prolongation of the blackout and the fall of Josiel in the investigation, Alcolumbre’s trips with FAB planes became more frequent. The displacement occurred mainly in mid-November, when his brother intensified the street campaign, despite the new coronavirus pandemic.
Aeronautical rules do not allow FAB aircraft to be used for private purposes. On March 6, President Jair Bolsonaro published a decree that changed the rules for the transportation of authorities on these planes. Now justifications and proofs are required that attest to the need for the use of airplanes, authorized in three situations: medical emergency, safety reason and service trip.
The move was taken by Bolsonaro after pressure from his supporters. In January, the president removed José Vicente Santini from the position of executive secretary of the Civil House for using a FAB plane while traveling abroad. Santini temporarily occupied the head of the Civil House. After the publication of the decree, Bolsonaro’s supporters celebrated on social media the end of the “spree” in the use of military aircraft by the authorities.

Alcolumbre’s first trip, in the electoral period, took place on October 9, when he left Brasilia at 11:14 am, heading for Macapá. The return, also on an FAB plane, took place almost a week later, on the 15th. Twenty seats were reserved, round trip, for the Senate president’s team.
That week, Alcolumbre personally took care of his brother’s campaign. He called on allied politicians to strengthen their support for Josiel, posed for photos and took part in walks through the streets asking for votes. On the 14th, for example, the candidate for councilor from Josiel’s coalition, Zezé Nunes, posted a photo with the senator and Silvana, a deputy on the ballot, during a ceremony in the streets of the city. “Zezé 43123. Our great senator and president of the Senate, Davi Alcolumbre, along with our future deputy mayor Silvana,” wrote Nunes, in a caption on Instagram. The photo was shared on the social network of the then mayoral candidate.
The next day, October 15, Alcolumbre also took selfies with other candidates for councilor from his brother’s coalition. One of them, Cláudio (DEM), used the photo to ask for votes on Instagram. “Here is a strong partnership for Macapá! Cláudio + Davi + Josiel! “Said the competitor, noting that the image had been made during a meeting to discuss a” collective project for the city that we want to be in the next four years. “

In Macapá, senator focused on articulation
During the periods of stay in Macapá, on trips with FAB planes, Alcolumbre preferred to take care of the political articulation and avoid excessive exposure in the media. He also helped in the tumult with the voters. On November 1, however, Josiel himself posted a photo with his brother, who was in town, asking for votes on Facebook.
“Having an Amapá in office as President of the Senate brought resources like never before to our State. We are going to maintain the dialogue with Brasilia and continue taking advantage of all the opportunities, bringing works and generating more jobs in Macapá ”, Josiel wrote.
At 6:15 pm that same day, Alcolumbre embarked with his team, also on a FAB plane, on a new return to Brasilia during the campaign. The senator and his security guards had been in Macapá since October 23 and did not return until November 1. The two FAB flights were reserved for the embarkation and disembarkation of 14 people.
Alcolumbre returned to Macapá six days later, on November 7. The president of the Senate and his team again boarded an FAB plane bound for the capital. Upon arrival, Alcolumbre gave interviews to local vehicles, showing support for his brother.
“The biggest blow of this blackout is called Josiel Alcolumbre, who was going to win the elections in the first round, who was on his way to winning the elections in the first round,” he told Rádio FM FM on November 12. Alcolumbre’s commitment to the campaign led him to ask President Jair Bolsonaro to record a video in support of his brother. It did not help and Josiel was defeated in the dispute.
