At least 44 municipalities in the south of Minas Gerais have already joined the municipal consortium launched by the National Federation of Mayors (FNP) for the purchase of Covid-19 vaccines until the afternoon of this Thursday (4). The deadline for municipalities that intend to participate in the consortium extends until this Friday (5).
The association is expected to be effectively installed on March 22. A draft bill must also be drafted to send to city councils so that cities can participate in purchases.
The idea is that municipalities can buy vaccines if the National Immunization Plan (PNI), coordinated by the Ministry of Health, fails to supply all the demand.
Before the Federal Government launched the National Immunization Program in January, municipalities in the South of Minas Gerais such as Alfenas, Borda da Mata, Pratápolis, Guaxupé and Guaranésia even announced that they had closed a protocol of intentions with the Butantan Institute to buy Coronavac vaccine doses.
How the consortium will work:
- The National Front of Mayors (FNP) groups the 412 cities with more than 80 thousand inhabitants, but any municipality can join the public consortium for the acquisition of vaccines.
- The term of expression of interest ends on Friday (5);
- There is no cost to the municipality to join the consortium;
- The costs of the legal formation of the public consortium will be borne by the FNP;
- The municipalities will have 15 days to approve a bill in the municipalities that authorizes the adhesion to the public consortium;
- Only after the legal constitution, with the creation of a CNPJ and the election of the board of directors, will the consortium be able to buy vaccines.
According to the president of the FNP, the The first option of the consortium is to use resources from the federal government. for the purchase of vaccines, but transfers of resources by international organizations, participation of the private initiative or even the purchase via quota of the municipalities will be discussed.
