The São Paulo government announced today that it has extended the hours of alcohol consumption in restaurants to the regions of the state that are in the yellow phase of the São Paulo Plan, from 8 pm to 10 pm. In the new reclassification of the plan that coordinates flexibility measures in quarantine, two regions have advanced in phase and two have regressed, but the Greater São Paulo region, which includes the capital, remains in yellow.

Along with the most populated region of the state, another five appear in the yellow phase: Araçatuba, Sorocaba, Registro, Baixada Santista and Campinas. In all of them the new rule of increasing the hours for the consumption of alcoholic beverages in restaurants will be applied. In the orange and red phases, the time restriction is followed until 8 pm.

The Secretary of State for Economic Development, Patricia Ellen, explained that the decision was made after talking with representatives of the bar and restaurant sector.

“Through dialogue, a protocol was reviewed. The consumption of alcoholic beverages in restaurants, which was prohibited after 8 pm, can be done until 10 pm, with all the protocols, respecting the 40% capacity. [de ocupação máxima dos estabelecimentos]”said Patricia during a São Paulo government press conference on the covid-19 pandemic.

“This model is being revised with permission for sale and consumption in regions of the yellow phase, but [a restrição] it continues to be applied in the orange and red phases. This update was based on constant work with the sectors. “
Patricia Ellen, Secretary of Economic Development of São Paulo

Interior worries

In today’s reclassification, the Franca region went from red, more restrictive, to orange, while Sorocaba went from orange to yellow. Presidente Prudente went from yellow directly to red, and Barretos went from orange to one that only determines the operation of essential activities.

The update points to the continuation of the worsening of pandemic rates in inland regions of the state such as Araraquara, which is already experiencing a collapse of the health system, with the lack of beds, and went into lockdown this week. Bauru, Barretos and Presidente Prudente complete the list of regions that most concern the state government, since all have more than 80% occupancy of ICU beds.

The new reclassification of the São Paulo Plan begins to take effect as of Monday (22). The last update had been made two weeks ago, on February 5. This was the 22nd reclassification since the state’s quarantine began in March last year.

With the exception of the new rule for the consumption of alcoholic beverages, the provisions of the São Paulo Plan follow the same. In the yellow phase, restaurants can operate up to ten hours a day and other establishments up to 12 hours. The face-to-face service can be held until 10 pm, but the bars must close before, at 8 pm.

In the orange phase, non-essential services can only operate for eight hours a day, with the end of face-to-face service at 8 pm. In-person consumption in bars is prohibited. On the other hand, only essential activities can work.

Hospitalizations increase

According to the data presented today by the São Paulo government, hospitalizations showed a slight increase in the last week, indicating that the pandemic continues to bring more people to health facilities. The daily moving average of new cases fell by 14%, but the Secretary of Health of São Paulo, Jean Gorinchteyn, recalled data that may have been repressed due to the Carnival holiday. The average number of deaths was also slightly reduced.

The public health system continues to be pressured by the worsening pandemic, despite presenting a lower occupancy rate for ICU beds, which is now 66.7% in the state – last week the rate was 67.2%. The number, however, can be offset by the opening of new beds, as was done, for example, in Araraquara.

The region with the most critical situation in terms of occupation of UCI beds continues to be Bauru, where a week ago there was a protest with the participation of Mayor Suéllen Rosim (Patriota) and the owner of the Havan stores, Luciano Hang, against the closing of the business. Currently, the region has 93.2% of its ICU beds occupied.

Currently, 6,147 people are hospitalized in the ICU in the state with covid-19 and another 7,003 patients are recovering in wards.
