Contrary to what the health authorities wanted, the prolonged Christmas holiday was marked by crowded beaches on the São Paulo coast and commercial establishments that did not comply with the red quarantine phase in the interior due to the new coronavirus pandemic, the most rigid.
The shops opened their doors, the bars kept their activity and even a clandestine rave with 500 people was captured by an interior inspector.
The São Paulo government decided to move all regions of the state to the red phase of the pandemic containment plan for the Christmas and New Year holidays.
Consequently, commerce, services, restaurants, bars, beauty salons and non-essential events, among other economic activities, must remain closed on December 25, 26 and 27 and from January 1 to 3. But that was not the case.
On the coast of São Paulo, the city councils decided not to follow the decision of the João Doria government (PSDB) on the reversal of the red phase.
In Baixada Santista, the beaches were crowded, with no distance between people and with masks restricted to the minority of bathers.
The cities of the coastal region decided to close the beaches on the 31st and 1st, to discourage the arrival of tourists and, consequently, avoid crowds. However, they also decided, together, to rule out the return to the red phase of the São Paulo Plan, citing lack of time for city councils to adapt equipment and structures to comply with the regulations.
“These measures were communicated without any possibility of planning by the public administration to prepare the inspection. We need organization, which would be impossible in such a short time. Thus, the oversight capacity of the municipalities is compromised, ”said the mayor of Santos, Paulo Alexandre Barbosa (PSDB), who chairs the Condesb (Baixada Santista Development Council) via consultative basis.

In Campinas, the establishments were evaluated for the operations carried out by the inspection teams of the city council on Friday (25) and Saturday nights.
In Presidente Prudente, a bombing carried out by the city found about 20 establishments open – shops, restaurants and bars – this Saturday, which could not happen.
The region is the only region of the state that had already withdrawn to the red phase on the 22nd, when the state government adopted the most recent restrictions.
