The government of São Paulo put the entire state in the yellow phase of the economic flexibility plan. The announcement was made during a press conference in the early afternoon of Monday (30).

“With the clear increase in pandemic instability, the São Paulo state government and the covid-19 contingency center, decided that 100% of the state of São Paulo will return to the yellow phase of the São Paulo Plan. I want to make it clear , does not close shops, bars or restaurants. The yellow phase does not close economic activities, but it is more restrictive in the measures to avoid crowds and the increase of the contagion of Covid-19 “, said Governor João Doria (PSDB).

With the measure, six regions that were in the green phase, the least restrictive, including the capital of São Paulo, back down and must once again reduce the operation of shops and services.

The remaining 11 regions, which were already in the yellow phase, do not advance and continue in the same stage.

The reclassification update was released less than 24 hours after the municipal elections and was only allowed due to new changes to the plan’s rules.

What changes in the inversion from the green to yellow phase?

  • The establishments of all sectors have a capacity limited to 40%, with a maximum operating time of 10 hours a day and with limited hours until 10 pm;
  • Permanent hearing events are now prohibited;

According to the São Paulo Plan, cinemas, theaters and museums can remain open in the yellow phase. However, municipalities have autonomy to decide what and when to reopen. In the São Paulo capital, Mayor Bruno Covas (PSDB) determined that the opening of the cultural sectors would only occur when the city was in the green phase.

In the yellow phase, the opening of public and private educational institutions in the state is allowed. Therefore, the schools will continue to function.

“This move to the yellow phase does not change the back to school schedule and schools will not be closed,” Doria said.

The governor also announced that the data analysis time will no longer be every 28 days and will be changed every 7 days. However, the next ordinary reclassification is scheduled for January 4.

“The contingency center has also decided to reduce the data analysis time from 28 in 28 days to 7 in 7 days, as it has done previously. It is a precautionary measure that we are taking to regain control of the pandemic, ”said Doria.

Increase in hospitalization rates

Governor João Doria (PSDB) also announced that he will hold a meeting on Tuesday (1) with 62 mayors of cities that have shown an increase in hospitalization and bed occupancy rates in the state of São Paulo.

“Tomorrow, at 4:00 pm, the government of São Paulo will hold a virtual meeting with 62 mayors from 62 cities in the state of São Paulo who have seen an increase in hospitalization and bed occupancy rates here in the state of São Paulo to improve control of the pandemic in these municipalities and provide them with support if necessary so that they can follow the guidelines of the São Paulo state government, ”said Doria.

According to government data, the city of São Paulo and the municipalities of Greater São Paulo currently have rates compatible with even more restrictive measures, compatible with the orange phase of the proposal.

As of this Monday (30), the Municipality of São Bernardo do Campo, in ABC Paulista, decided to tighten the rules for the commerce and services sectors. The city registers almost 70% occupancy of ICU beds for Covid-19 and the changes were taken by the municipal management to contain the spread of the disease.

Last week, the government admitted that the health committee had recommended an increase in traffic restrictions in the state to combat the spread of the coronavirus. Despite the warning, the decision was postponed to be made only after the second round of municipal elections.

The Coving-19 Contingency Center is a group made up of 20 health professionals, among them João Gabbardo, executive secretary of the committee.

Hospitalizations for Covid-19 were discharged for the second consecutive week, according to data published last Monday (23). There was a 17% increase in hospitalizations between November 15-21, after an 18% increase in the previous week, November 8-14.

The reclassification of the regions of the state of São Paulo in the plan to reopen the economy during the coronavirus pandemic was expected to occur on November 16, but was postponed until this Monday (30).

The São Paulo Plan regulates quarantine throughout the state, classifies the regions of the state in color, determining which locations can advance the measures to reopen the economy. The criteria underlying the classification of regions are:

  • Occupancy of beds in the Intensive Care Unit (ICU);
  • Total beds per 100 thousand inhabitants;
  • Variation of new admissions, compared to the previous week;
  • Variation of new confirmed cases, compared to the previous week;
  • Variation of new confirmed deaths, compared to the previous week.
  • In the green phase, deaths and cases per 100,000 inhabitants are also considered.
  • The regions that reach phases 3 (Yellow) or 4 (Green) will remain in these phases as long as they have weekly indicators below 40 hospitalizations for Covid-19 per 100,000 inhabitants and 5 deaths per 100,000 inhabitants.
