However, Reis faced setbacks in court during the election campaign. The mayor of Duque de Caxias had his candidacy rejected by a conviction in the Federal Supreme Court for an environmental crime. Washington Reis appealed against the decision in the TRE and continued to run normally for electoral elections.

Reis was a federal, state and municipal councilor. This will be his third term as mayor of the city, after being elected to the position in 2004 and 2016. In a winning statement, the former Secretary of Health of the State of Rio, Edmar Santos, affirmed that Witzel made an agreement with Washington Reis for the transfer of R $ 100 million by the fund-to-fund transfer method, that is, between the state fund and the municipal health fund, which would include Reis among the beneficiaries of the corruption scheme in health allegedly spearheaded by Witzel. Reis denied the charges and, contrary to the Federal Police, said he was not the subject of search and seizure warrants.
During his tenure, Washington Reis was also charged with passive corruption in an investigation of real estate fraud at a registry office in Nova Iguaçu, in Baixada Fluminense. He and a lawyer reportedly paid R $ 150,000 to defraud property titles in 2014, according to the Public Ministry. Reis denies committing the crime.
