The decree, published Tuesday, authorized the economic team to prepare a privatization model for UBS. The measure included the policy to promote the primary health care sector within the scope of the Investment Partnership Program (PPI) of the Presidency of the Republic.

Bolsonaro even responded to criticism from former President Dilma Rousseff (PT) about the decree, saying that she has already defended something similar. The president referred to a speech by Dilma during the 2010 campaign, in which the then candidate defended alliances with the private sector to improve health.
