After more than 20 years of waiting, Federal District Government officials can now celebrate: the long-dreamed health plan has finally left the newspaper. On Wednesday (28), the date on which the Day of the Servant is celebrated, Governor Ibaneis Rocha announces the operation of the benefit, the adherence schedule and the notice of public call for the registration of service providers. The ceremony will take place at 10 in the morning, in the White Hall of the Buriti Palace.

Called GDF Saúde, the plan will be administered by the Institute of Health Assistance for Servants of the Federal District (Inas) and is expected to reach approximately 500 thousand lives, covering approximately 170 thousand employees (effective, commissioned, active, inactive) and the 330 thousand remaining, dependent.

“The health of the population is a concern of our government. We are investing in the structure of the entire public network, with new hospitals, UPAs [unidades de pronto atendimento], UBS [unidades básicas de saúde] Y; now, with the health plan for officials, we will provide security and expand coverage, “says the governor. “The machine did not stop in the pandemic, we did works, we invested in the quality of life of the population and this was only possible with the help of the servers. The health plan is a commitment assumed and fulfilled by us, and it is much more than deserved by all ”, he adds.

“We are going to remove a good part of the population from public hospitals and the reflection of that will come with a better quality of health for all”, evaluates Ibaneis. In addition to meeting a demand for decades, the chief executive emphasizes that the new plan should help the government to “unburden the public health network.”

For the president of Inas, Ney Ferraz Jr., the supplementary health insurance will be a success. “It will be born big. We made a previous registration and more than 41 thousand employees expressed interest ”, he recalls.

Initially, the new health plan will have coverage throughout the Federal District and will operate in the form of outpatient and hospital care with obstetrics. Service provider registration begins this week. “We are going to open the membership starting next week, and as soon as it is effective, in 30 days, the services will be available”, explains Ferraz.

The monthly installments will be deducted from the payroll. For the holder, the discount will be 4% of the gross monthly salary and, in the case of dependents, an additional 1% per family member. According to the rules, children up to the age of 21 and spouses can join. “The GDF, in turn, will contribute a minimum contribution of 1.5% of the total payroll,” says the president of the institute. In absolute terms, the contribution of local public coffers can be around R $ 216 million annually.

For the Secretary of Economy, André Clemente, the government’s investment will have a direct impact on the day-to-day life of the entire population. “Health care for public servants is also improving the service provided by the Government of the Federal District. The server with updated mental and physical health makes better deliveries. In the end, it is the population that has a better city to live in ”, he concludes.

Rules

All the rules follow the determinations of the National Health Agency (ANS) and provide for the co-participation system. In outpatient care, for example, the server will contribute 30% of the tabulated value of the services. For hospital procedures, the contribution will be 5%. “We are going to establish fixed prices, which will be much cheaper than what is practiced in the market,” celebrates the president of Inas.

According to a calendar drawn up by the government, the process of joining the health plan will be staggered and voluntary. Health workers will be the first to express interest in joining as of November 3. Then, the registration for Education (December 1) and the other folders (January 4) will open. “After registering on the Inas website and completing the plan, which should take about 30 days, the servers will be able to count on the services,” Ferraz details.

Working in partnership

The studies for the implementation of the health plan of the servers began in 2019 and culminated with the signing of the technical cooperation agreement between the Inas, the Ministry of Economy and the Bank of Brasilia (BRB) in July of this year.

“BRB, as a development agent, fulfills its role by implementing such an important public policy for public servants, such as the health plan,” says the president of the financial institution, Paulo Henrique Costa. “Servers are BRB’s main clients and, with actions like this one, we are stimulating the generation of employment and income and contributing to the economic and social development of the DF,” he adds.

As agreed, BRB will provide the technological environment for the accession and accreditation of the medical / hospital services network, in addition to offering the service structure and the exchange of knowledge acquired at BRB Saúde.
