The mayor of São Paulo, Bruno Covas (PSDB), announced this morning that the municipal parks will return to function normally this week, opening the opening also on weekends and holidays. The access of the regulars to the spaces will be limited to 60% of the occupation, with access control for the regulars.
According to Covas, the Municipal Health Surveillance interpreted that the reopening is possible, since the city has not had an increase in the indicators of the new coronavirus pandemic with the recent relaxation of the quarantine. The decision will be published tomorrow in the Official Gazette.
In July, four parks received posters with circles on the ground to facilitate social distance between visitors. The fear of attracting crowds was the main reason why spaces were closed during weekends and holidays. In total, São Paulo has 108 municipal parks.
The decision does not include the state parks of the São Paulo capital, such as Água Branca, in the west, and Juventude, in the north. In this case, the release must be carried out by the state governor, João Doria (PSDB).
Ibirapuera
Also on Monday, Covas visited the Ibirapuera Park, which became private management on Tuesday 20. The responsible concessionaire, Construcap (through Urbia Gestão de Parques), had already started working in the parks since January. Lieutenant Faria Lima, to the north, and Lajeado, to the east. They are part of the same privatization package, which also includes other parks in São Paulo. Access is compulsory and free.
Until December 20, the management will be monitored by the Municipal Secretary of Green and Environment (SVMA), in a transition period. The concession also includes public facilities located within the park, such as the Planetarium, Oca, the Ibirapuera Auditorium, the Municipal School of Astrophysics and the Pavilion of Brazilian Cultures. The others, such as the Afro Museum, the MAM, the Biennial and the Viveiro Manequinho Lopes, among others, continue with the current management.
According to estimates by the concessionaire, over the next three years 90 million will be invested in park works, such as renovations and restoration of spaces. A temporary visitor center was created last week on the ground floor of the school of astrophysics. The concession is valid for 35 years and had an initial payment to the City Council of R $ 70.5 million.
Another change is the opening of the Madureira Sucos restaurant, which will occupy the space where there was a snack bar, near Praça da Paz. .
For journalists, Covas said that the measure is a way to focus public investment in priority areas, such as education, health and housing. In addition, he said that, in the field of park management, the private sector is capable of doing an even better job than the public entity.
So far, the municipal administration has organized another three park concession lots. The second, from Parque Chácara do Jockey, on the west side, did not attract interested parties. The third, from the Trianon and Mário Covas parks, on Avenida Paulista, will announce the result this week. Finally, the room, in Parque Chuvisco, on the south side, is being adjusted after going through a public hearing and consultation.
