The eventual return of face-to-face classes in Salvador’s public and private schools will be discussed next week during a meeting between Mayor ACM Neto (DEM) and Governor Rui Costa (PT). However, although the date for the return of students to schools has not yet been set, CORREIO found that the city and the government have already completed the putting together of a plan to resume education in the capital scheduled to begin operating in any moment.
In conversation with the report, the Secretary of Education of Salvador, Bruno Barral, said that there is a definite design of how the process of resuming the student calendar will be. “We have everything ready for the return to school in the city, from the point of view of the structure, health protocols and pedagogical planning, the result of a work carried out in complete alliance with the state government, as it has been from the beginning of the pandemic. The only thing left is for the mayor to say the date, ”he said.
At first, Barral pointed out, the plan foresees a return in series, from the highest levels to the lowest. Therefore, universities and colleges would reopen at the beginning. Then, the high school units would be launched. In a third moment, Primary Education would come. “Early childhood education will be for a second moment,” added Barral, indicating the probability that this school offer will only be launched after 2021.
The plan also establishes a reduction in the number of students per class and schedules and schools, to avoid risks of spreading the new coronavirus. “Of course, it will be the mayor, in agreement with the mayor and after listening to the health authorities, who will decide the date. But, at this moment, the municipal administration is prepared for (the return of face-to-face classes) this year. And in fact there is the possibility of this happening, despite the fact that a new peak (of covid-19) can change the situation at any time, ”said Barra.
Indicative
The signs that the reopening of schools in the capital were on the agenda were clearly issued by the mayor, in a press interview on Friday, during the inauguration of the São Marcos Citizenship Station. “I think it is already possible to start to build a perspective (of return), with great care, criteria, rules, deadlines and conditions, of course. But it is time for us to sit down and start looking at the question of resuming Education, ”said ACM Neto.
“I will request a meeting with the governor, because all these decisions that we have made are in conjunction with the state government. I intend to have this harmony until December 31, when I will pass the baton on to my successor. I understand that it has been fundamental for our city ”, amended the mayor, confirming that the team has already outlined the back-to-school plan.
“The protocols are already very well designed and defined, but the city’s desire is that any decision be taken together. We will speak (with the governor) about this in the next few days. It’s already October, we only have three months there (towards the end of the year). However, our wish is that face-to-face classes can return at the end of this year ”, he said, also informing that, according to him, it may not make more sense to return to Early Childhood Education now.
What the state government says
Suspension of activities
Classes in the state school system remain suspended according to state decree No. 19,586, until October 12, and will be replaced according to a new school calendar that will be published. The date of return to school is not yet defined. Classes will only resume in safe conditions, prior indication of the health authorities of the state government ”.
Joints for return
“The return to classes is being discussed between the State Department of Education with relevant entities and institutions, such as UPB, municipalities, Undime, UNCME, APLB Union, Sinepe, Sinpro, State Council of State Education, State Education Forum and student representations, following the practice of dialogue, collaboration and collective construction, ”said the SEC, in a note sent to MAIL.
Return from schools in Brumado lasted one day and generated confusion
A Bahian city with the highest social indicators in the state, Brumado, in southwestern Bahia, was at the center of a controversy that had lasted for approximately 30 days, when the mayor of the municipality, Eduardo Vasconcelos (PSB) announced the resumption of classes in local schools. As a result, the municipality became the first to cast the vote for face-to-face classes, but the position lasted only one day.
On the 22nd, few students woke up to receive classes in the schools of Brumado on the date marked as a milestone for the return of school life in the city. The public education units spent much of that Tuesday practically empty. The room with the greatest presence registered 15 students. But he didn’t even need it.
By late afternoon, the Bahia Court of Justice (TJ) had accepted the request of the State Public Ministry (MP) and determined the suspension of classes indefinitely. It was yet another chapter in Brumado’s attempt to resume classes in the pandemic, something the city has tried since July, without success.
As expected, the court’s decision generated further controversy. The mayor, for whom the pandemic is excessive, accused the teachers of having convinced their parents to boycott the classes, because they did not want to return to work. The teachers responded by stating that the city has forced back to school for its own interests.
