The Public Ministry of Minas Gerais (MPMG) presented this Tuesday (29) a complaint against the man accused of mutilating the pit bull “Sãnsão”, in Confins, the metropolitan region of Belo Horizonte, on July 6 of this year. At that time, the two hind legs of the animal were cut off. The suspect was also charged for the assault on Samson’s father, “Zeus,” who was “euthanized after being attacked in July 2018,” as the agency said in a statement.
The man will also answer in court for mistreatment committed against 12 other animals, allegedly practiced on July 12. The attacks allegedly occurred against three dogs, three cats and six chickens, the MPMG notes, and one of the birds was killed.
In addition to the penalties in case of conviction, precautionary measures were requested. They are: “prohibiting the accused from adopting or acquiring animals, even for a third person, in order to avoid the risk of new offenses; prohibit you from having any animal in your possession, guardianship, custody or detention, even if possible; and prohibit him from leaving the district when the stay is convenient or necessary for investigation or instruction. Current legislation does not provide for incarceration.
In addition to filing a criminal complaint with the Justice, the MPMG filed a Public Civil Action, both against the accused and against the owner of Samson. According to investigations carried out by the Civil Police, “the neighborhood conflicts between those involved were constant, sometimes aggravated by episodes of fights and bites between Samson and the dogs that lived in the neighboring lands.”
The MPMG asks the aggressor to pay all expenses with veterinary assistance and “other expenses resulting from the treatment” of the pit bull until the “complete repair” of the animal’s health. Other measures required are the payment of R $ 10,000 for irreversible damages caused to the dog, which must be “reversed for the benefit of the animal’s welfare”, by means of a “deposit in a specific account for this purpose”. Likewise, the agency requests the payment of R $ 15,000 for moral damage to the Regional Association for Animal Protection (Arpa II).
The owner of Samson may be subjected to a protection measure “in favor of the animal” for “indications of a situation of risk and failure to comply with the duties of responsible custody”, according to the MPMG. The punishment would be fulfilled from the temporary monitoring of the animal by technical professionals for at least one year, with the expenses paid.

After the repercussion of the case at the national level, a bill that became known as the “Samson Law”, which increases the penalties against animal abuse, was approved in the Senate on the 9th and must be sanctioned this Tuesday by the president Jair. Bolsonaro (without party). The text was voted in the House at the end of last year.
Under current legislation, those who commit crimes of this type are punished with imprisonment from three months to one year and a fine. If enacted, the law increases the penalty of up to five years in prison for crimes committed against dogs and cats. Even if he is convicted, Samson’s aggressor will not be included in the new rules, since he was denounced based on the previous text.
