The ministry reported that the objective of the measure is to standardize the treatment of public servants and that the change does not affect teachers and operators who are already in public service, that is, it would only apply to those hired after the reform was approved by Congress.

Magistrates, for example, are entitled to 60 days of vacation per year. In the National Congress, deputies and senators have two recess periods in the year: from December 23 to January 31 and from July 18 to 31. In this period, of 54 days in total, there is no session or legislative activity.

Given that the proposal also affects officials of the Legislative and Judicial branches, the G1 sought the advice of the Chamber, the Senate and the National Council of Justice (CNJ) to find out if they have public officials entitled to more than 30 days of vacation per year in their structures.

The Chamber responded that it currently has 11 servers working in its medical department as X-ray machine operators, and that they have 40 vacation days per year. The Senate said it has a server in the same situation. The CNJ did not respond.

The administrative reform proposal was presented in a context of increased public spending and deterioration of government accounts, due to the measures to face the new coronavirus crisis.

The government argues that it is necessary to reduce spending on public officials so that more resources are left for investment, which would stimulate the economy to resume growth and generate employment.

“The purpose of the proposal is that no public servant has the right to more than 30 days of vacation per year, whether of the Executive, Legislative or Judicial Power. In other words, the vacation treatment is the same for everyone, ”reported the Ministry of Economy.

For the president of the National Union of Teachers of Higher Education Institutions (Andes), Antônio Gonçalves Filho, the right of teachers to 45 days of vacation a year is justified by the work overload of these professionals.

According to him, teachers’ holidays meet the “dynamics” of educational institutions, which stop twice a year, and that the teacher uses this additional period for lesson planning, for example.

“It is not a privilege, but the government treats it as if it were. And the royal privileges are not affected by the reform, ”said Gonçalves Filho.

The general secretary of the Federal Public Servants Union of the Federal District (Sindsep-DF), Oton Pereira Neves, also denied that longer vacations are a privilege.

“This right, in the case of X-ray technicians, is justified for health reasons,” he said.

The president of the Federation of Teachers and Teachers’ Unions of Federal Institutions of Higher Education and Basic Technical and Technological Education (Proifes), Nilton Brandão, said that the government’s proposal reveals “a lack of understanding of what the teacher’s job represents. “and can be reflected in the decline in the quality of education.
