RIO – A “vast network of corruption” that took hold of Rio. This is how the Federal Public Ministry (MPF) describes – in the request for preventive detention of those involved in the complaints that led to the dismissal of Governor Wilson Witzel – the established scheme with the organizations (SO), through the payment of fees and card games marked to close contracts with the government. They are suspicions that fall on a multi-million dollar structure. A GLOBO survey on the State Fiscal Transparency Portal shows that the OS reported in the MPF documents received at least R $ 1.8 billion from the State Secretariat of Health (SES) for the management of hospitals and units of Emergency Care (UPA), payments of commitments assumed between 2019 and 2020.

The amount corresponds to 56% of all expenses paid by SES since the beginning of Witzel’s mandate (around R $ 3.2 billion). According to the MPF complaint, the organizations that handled a mountain of money are linked to or received advantages from groups with influence in the government, such as that of businessman Mário Peixoto and Pastor Everaldo, president of the PSC.
The investigations and the complaint of the former Secretary of Health Edmar Santos point to the plot of different mechanisms for the crime. But generally, they point out that the goal was to charge a 5% commission on the value of each contract. That is, if the percentage is applied to the R $ 1.8 billion of identified payments, it is equivalent to R $ 90 million.
