The employees who were on duty at the doors of Rio’s hospitals to approach patients and impede the work of the press did not wear professional badges or identify themselves as municipal employees.
In the RJ2 report that denounced the case, the employees appear without identification and did not explain to the population or reporters why they were in the places.
However, the City Council assures that “the employees stayed at the doors of the hospitals to clarify the population and refute the lies that are repeated in the news of the station.”
In one of the approaches, an employee who was on duty at the Rocha Faria Hospital annoys the informant team with curses and, minutes later, without knowing that he was being filmed, he puts his badge on his neck and enters the health unit.
HE G1 asked the city about the absence of employee identification badges and why they were not identified at the time of the approach, but did not get an answer to questions.
In a note, the city council simply re-stated that the employees were in place to clarify to the population.
The “Guardiões do Crivella” report revealed a scheme established with city officials to stay at the door of Rio’s municipal hospitals, obstruct reports and prevent the population from speaking out and reporting health problems (see the full report in the video below).
City officials are on duty in hospitals to prevent the press from running
The organization has daily hours, strict hours, and threats of dismissal. The scheme is organized in WhatsApp groups.
The top of the municipal government was also in one of the groups. In the list appears the telephone number of the mayor of Rio, Marcelo Crivella. A witness told RJ2 that Crivella sent messages congratulating the actions.
The people who work the shifts are hired by the city of Rio de Janeiro and receive salaries paid by the taxpayer to guard the doors of hospitals and clinics, to shame and threaten journalists and citizens.
- City officials go to hospitals to be on call and prevent reports or complaints.
- are organized in WhatsApp groups, also made up of the mayor and secretaries
- After the report, the prosecutor opened a criminal investigation and another of impropriety on the case
- the police opened an investigation and carried out nine search warrants
- a request for impeachment was filed at City Hall
- the “guardians” are distributed by scales, publish photos to “hit the spot” and celebrate when they hinder the press
- The leader of the scheme is Marcos Luciano (ML), who was a missionary with Crivella and is a special advisor to the mayor’s office.
- ML had seized assets, such as cell phones, laptops, and money.
- there are employees who have a higher salary than nurses and nursing technicians

‘Guardians’ cost the public coffers about R $ 1 million a year
The employees of the City Council identified as participants in the scheme of public officials to disturb the press cost at least R $ 1 million annually to the public coffers. The money is paid by the population, with taxes.
G1 conducted the survey considering the salary of 18 officials, participants of the WhatsApp group “Guardianos do Crivella”. The remuneration is found on a website of the City Council itself.
Public spending can be much higher: the “Guardiões do Crivella” group had 252 participants, but it also included municipal secretaries and Mayor Marcelo Crivella himself (Republicans). Not all who had this role were identified.
The account was made considering the current salaries of public servants and the gross monthly salaries, considering the thirteenth.
