The announcement of the guidelines for the exit of the isolation that would be made on Wednesday (13) has been postponed. The meeting with state and municipal health councils did not reach a consensus. The Minister of Health, Nelson Teich, said last Monday (11) that it was necessary to discuss the guidelines with the states and municipalities.

The press conference that would reveal the result of this conversation, scheduled for the afternoon of this Wednesday (13), was canceled. In a note, the Ministry of Health reported that since last Saturday (9), “the strategy has been debated with the advice of the state and municipal health secretaries, Conass and Conasems.”

“The goal was to have a plan based on consensus. However, this understanding was not obtained in the meetings held so far” – says the note.

The cancellation of the conference takes place on the day that President Jair Bolsonaro returned to defend chloroquine medicine and asked ministers “in tune” with it. Teich wrote on his Twitter account on Tuesday (12) that chloroquine has side effects and that the prescription must be made in agreement between the patient and the doctor. One of the main side effects of the remedy is cardiac complications.

“All the ministers are my political nominations and when I speak with the ministers I want efficiency in the end. In this case, it is not like or I do not like Minister Teich, it is what is happening,” Bolsonaro said.

After Teich warns of the risk of chloroquine, Bolsonaro defends the use of the drug.

Discussion of guidelines with councils

Last Monday (11), the Minister of Health, Nelson Teich, published a preview of the guidelines that should guide states and municipalities in their decisions on measures of social isolation against the new coronavirus.

“We will always be together. This is the work of the three spheres, both in action and in planning. In the fourth we will present in more detail.” – Nelson Teich, Minister of Health

The first point of the guidelines is the “Quantitative Risk Assessment”, in which the ministry lists 5 axes that must be assessed. The situation in each of them leads to a score that will indicate the “definition of the distance levels” and the “measures to be taken”.

According to Teich, the tool will be available to states and municipalities from Wednesday. On the same day, the ministry will present details of the guidelines. One of the points that the minister said will be clarified in the future is the indication of the distance at each risk level.

The minister said he will still speak with representatives of the National Council of Health Secretaries (Conass) and the National Council of Municipal Health Secretaries (Conasems) about the guidelines in search of consensus. Teich said that he had already spoken to the councils on Saturday and that this Tuesday he was surprised with a report in the newspaper “O Estado de S. Paulo” that he had rejected the proposal within the organs.
