The decree establishing the Rotation of new vehicles in São Paulo from Monday (11) was published in the Official Gazette on Friday (8) with changes to the proposal initially presented by Mayor Bruno Covas (PSDB). The private vehicles of public security officers, inspectors, journalists, funeral and welfare workers, as well as health professionals, are now out of the restriction.
To obtain the benefit of the rotation exemption, public companies or organizations must identify professionals and their private vehicles and register with the Municipal Department of Mobility and Transport. If the worker is self-employed, it will be up to him to register with the secretariat, accompanied by proof of professional registration.

The exceptions included researchers in the field of health, agents who perform administrative services, surveillance, security, surveillance, maintenance and cleaning of hospital, medical and laboratory facilities, military, civil and federal police, agents of the penitentiary system, the technical-scientific police, the metropolitan civil guard and fiscal agents of federal, state and municipal farms.
The new rotation also does not apply to funeral service and welfare officials and contractors and to media professionals such as newspapers, radio and television.
Vehicles used to supply pharmacies, markets, flea markets, butchers, greengrocers, convenience stores, mineral water sales, bakeries and stores specialized in medical, dental, orthopedic and hospital articles are also released.

People with physical disabilities, who have a chronic disease that compromises mobility, or who undergo chemotherapy and transport them are out of the new rotation.
Health professionals must register by email: [email protected]. The term is 10 days and the fines will be canceled in the period.
It is the responsibility of the Municipal Secretariat of Mobility and Transport to establish the procedure to be carried out for registering the vehicle. The exemption request will be self-declared, so that the citizen can respond for false information, as provided by the Penal Code.

The inspection of compliance with the rule will be carried out by the DSV (Department of Operation of the Road System), through traffic agents. Drivers who break the rule will be fined. The limit is one per day, even if the vehicle is caught multiple times during the restriction.
According to the decree, the restriction does not apply to trucks, which already follow specific rules.
New rotation
They can drive on odd days, vehicles with an odd end plate and even days for even digits, including the end 0. The measure begins to take effect this Monday (11) for 24 hours, including holidays and weekends, and not only during peak hours. The restriction will be for any route in the capital of São Paulo. Only on May 31 all vehicles will be able to drive.
The restriction does not apply to vehicles that were already exempt from rotation, such as motorcycles, police, firefighters, the Armed Forces, Civil Defense, vehicles used in essential services such as supply, gas, water, energy, works, post offices, VUC (Vehicle Cargo), garbage collection, school transport, cranes and ambulances.
Taxis are exempt from rotation. The application cars, on the other hand, must respect the rule and will only circulate on the days allowed, according to the sign.
