In the understanding of the Federal Court, a change of address at the Federal Hospital of Bonsucesso is necessary due to the inability to treat the coronavirus pandemic.
The Federal Justice of Rio de Janeiro summoned the Ministry of Health on Thursday (30) to replace the address of the Federal Hospital of Bonsucesso, in Rio de Janeiro, for not addressing the pandemic of the new coronavirus.
As Folha de S.Paulo showed, professionals are lacking to work in the hospital, which was announced by the Ministry of Health as a reference unit in the fight against Covid-19.
Many beds are inactive because there are not enough staff to operate them. Another problem is rationing of EPP (personal protective equipment), which puts employees at increased risk of infection.

The director of the hospital, Dr. Cristiane Jourdan Gomes, reported that the unit has 2,262 employees, 654 of whom are on indefinite leave, which was criticized by the judge.
“At most (far) simply by submitting a certificate or self-declaration, with no expected return,” Arruda wrote.
The judge also said that there was no purchase of coronavirus tests for hospital employees or any provision for the test. He also warned that there is no provision to buy PPE, such as N-95 masks, with budget funds.
The decision was made in the context of an action filed by the Office of the Federal Public Defender and the Federal Public Ministry against the state, the municipality and the Union, to demand the hiring of personnel and the opening of more beds in federal units. The agencies did not request the removal of the board from the Bonsucesso hospital.
In this action, the judge also reports that she was informed that the hospital requested extraordinary credit from the Ministry of Health without proving the use or exhaustion of its own resources.

The hospital also reaffirmed the need to hire 2,015 professionals to open empty beds, without clarifying the performance of current employees and retiring.
The magistrate determined that the Ministry of Health will inform how the hospital administration should proceed in relation to the inactive equipment of the unit, in particular the 30 ICU beds ready and 14 respirators that are useless.
The ministry will also have to answer what measures will be taken in relation to inactive beds in other federal hospitals, due to the suspension of elective surgeries.
Units will need to clarify on the relocation of staff of recent graduates and residents by force to combat the new coronavirus.
The magistrate also determined that the state must audit the other federal hospitals to verify the number of empty beds and the number of respirators available. Health professionals in these units must also demonstrate that the Covid-19 test was performed.
In the document, the judge cites information from the municipal health department that nearly 1,000 patients are waiting for beds. This Friday (1), the state health department reported that 372 people with symptoms or confirmation of the disease in the state network are online for beds in the ICU.
At the same time that there are idle beds in some hospitals, especially due to the lack of professionals to operate them, the capacity to absorb new patients in the Rio public network is almost exhausted.
All beds destined for Covid in the state network are occupied, with the exception of the Leblon field hospital, which has four places, and the Zilda Arns Regional Hospital, which has an occupancy rate of 85% in the infirmary and 86% in the ICU.
In the past week, the report spoke to employees of the Federal Hospital in Bonsucesso, who reported that there are several closed rooms, with beds that are not used due to lack of personnel. The remaining professionals are overloaded and many end up being contaminated.
“Management has no responsibility. From the moment it says it will be done and cannot afford it, it is misleading advertising. The board offered the hospital as a reference. How can it promise such a thing if it does not have an employee?” André Luiz da Silva infirmary, 46.
Since the arrival of the new coronavirus in the country in March, hospital officials have warned of a lack of PPE. Team rationing, also criticized for its poor quality, even sparks fights between colleagues.
Hospital staff have stated that they adopt all WHO and Ministry of Health protocols, that the teams are trained in the use of protective equipment and that the material is certified by Anvisa.
