The mayor of Campinas, Jonas Donizette (PSB), presented on Monday (27) the plan to reopen commercial establishments, religious institutions and schools in the city after the quarantine imposed by the new coronavirus pandemic. However, it will only be implemented if the state government supports it.
The plan was divided into three phases, each lasting two weeks. The first is scheduled to start next Monday (4), with the opening of retail, gyms, beauty salons, expansion in bakeries and restaurants (which currently do not receive public), churches and public parks (see details below).
The reopening of shopping centers and schools is scheduled for the second phase, which begins on May 18, also with rules and restricted access. The third phase, on June 1, contemplates the return of activities almost to their normal state: bars and nightclubs should still operate with only 50% of their capacity, for example (see all the details below).
The plan, however, will still be presented to the state government, which foresees the start of the gradual reopening, only on the 11th. “If the governor vetoes, I will obey. If implemented, the plan will only advance to the second phase if, during the 14 days of the first phase, there is no explosion in the occupation of beds by patients with covid-19.
Monitoring of confirmed cases, deaths, contamination in health professionals and occupation of beds will be carried out daily. If there is any movement that compromises the health system, the government can go back one phase or even return to the current stage, with only the essential services in operation.

Phase 1 (4/5 to 17/5)

– Opening of office activities (real estate, engineering, architecture, law, accounting, tourism), provided that the location allows natural ventilation and the distance between professionals; The work that can be done in the home office should remain like this, keeping the common areas of the establishments closed or with restricted access. Business trips should be avoided;
– Services of feeding, such as restaurants, bakeries and the like, with on-site service with a maximum of 30% capacity, giving priority to delivery services;
– Companies in all segments should consider implementing staggered working hours to reduce overcrowding in the public transport during peak travel hours and avoid crowds within companies (cafeterias, dining rooms, common spaces …) for workers whose nature of function does not allow remote work;
– Companies in all segments must increase the frequency of cleaning from frequently touched surfaces (for example, telephones, elevator buttons, computers, tables, lunch tables, kitchens, bathrooms, cash registers, seating areas, surface counters, customer service counters, bars, tables / menus for restaurants )
– Schools must remain closed;
– Visits to hospitals and nursing homes must remain prohibited.

Phase 2 (5/18 to 5/24)

– Cinemas, stadiums, churches and theaters. they can open with distance rulers and use 30% of their capacity with the recommended use of masks;
– Municipal spaces that can generate crowds, such as theaters, museums and libraries it must operate at 30% of its capacity;

– People should avoid spending too much time in places with large numbers of people and should wear masks;
– Visits to nursing homes and hospitals with strict hygiene, distance and mask standards are allowed;
– Trips can be made, if essential.

The data that guided the government’s decision was also released on Monday (27). According to the Department of Health, the city has expanded its testing capacity: There are currently only 238 cases under investigation (this number has already reached more than 1,000).
According to Andrea Von Zuben, director of Devisa (Department of Health Surveillance), the city will contract 10,000 tests from Unicamp, in addition to receiving another 29,000 tests from the Ministry of Health in the coming days. “We are no longer in the dark. Our testing capabilities today and the forecast for the coming weeks is very good,” he said.
On Monday, the city confirmed 274 cases of covid-19, with 13 deaths. There are 1,264 cases discarded.
Also according to Andrea, the number of positive cases is only 15.1% of the total number of examinations carried out, and Campinas has a rate of 10.8 deaths for each group of 1 million inhabitants: in Brazil there are 18 and in the state of São Paulo, 36.
