How users will be authenticated for the electronic services of the Public Administration Unified Digital Portal

According to with the new decision 10238 EX 2020, users of the Unified Digital Portal obtain access to its services, after previously verifying / confirming their identity (authentication) using the credentials of the General Secretariat for Information Systems or the Public Administration Systems of the Ministry of electronic banking (electronic banking) of credit institutions as defined in point 1 of paragraph 1 of Article 4 of Regulation (EU) no. 575/2013 (EU L 176), including its branches, as defined in Article 17 of Article 4, paragraph 1 of this Regulation, when these branches are located in Greece or their headquarters are within the European Union or in accordance with Article 36 of Law 4261/2014, in a third country, as well as the Deposit and Loan Fund.

The concept of users includes natural persons who act individually for themselves or as legal representatives of a legal entity or legal entity.

To successfully complete the authentication, the natural person exclusively uses the personal-credential codes that have been assigned to him or by the G.G.P.S.D.D. or by the credit institutions referred to in article 1 hereof. In the event that credentials of natural person codes have been used, which have been attributed to them by credit institutions in the context of the representation of a legal entity or legal entity, the authentication process will be suspended.

The user enters the Unified Digital Portal of the Public Administration, selects the service they want and authenticates through a credit institution, and then is transferred to the electronic payment service environment of the credit institution of their choice, where they perform a Strong authentication by entering a) entry provided by the credit institution and b) the one-time code (indicatively OTP, Push Notifications, Tokens) that was sent to you by the credit institution’s credit system. Then, the user is informed about the transfer of the credit institution to the Ministry of Digital Government of the following personal data:

– Name

– surname

– Tax registration number (TIN)

– Mobile phone number (if it exists and is used by the user for the authentication process by the credit institution),

These data are registered with the credit institution at the time of transfer to the Ministry of Digital Government.
