Will Pico y Placa in Bogotá return? This is what the District says because of the endless traffic jams

After five months with a regulated mobility as a result of the confinement measures, today Bogotá returned to high traffic, which is why some drivers propose the return of the peak and plate measure.

“What we are finding is that at the city level, on average, at rush hour we are still more or less 3% or 4% above the average speed we had before COVID-19”, explains Nicolás Estupiñán, secretary of mobility from Bogota.

Currently in Bogotá without pick and license plate more than a million vehicles are mobilized. Added to this are the badly parked, the nearly 500 crashes per day that traumatize the flow and the cycle lanes that have become permanent.

All these factors have influenced the District to evaluate the possibility of implementing the peak and plate again in the medium term, since the pandemic has not yet gone away.

“We are also taking into account some other specifications such as, for example, what to do with health professionals; It is another question that we are asking ourselves, it is part of the analysis to see when and how the peak and plate would return ”, says Estupiñán.

It should be remembered that the Ministry of Mobility indicated that, for the moment, the measure would continue to be suspended because “it would not make sense for us to put a pick and a badge on health personnel and for the Traffic Police it would be very difficult to control stopping everyone by asking them if they are within the categories that are exempt or not ”.

What do experts say about the peak and plate in Bogotá?

For Darío Hidalgo, an expert in mobility, the beak and plate as it is traditionally known is an anachronistic measure.

“Pico y Placa should be replaced by a congestion charge so that the resources can be used to improve public transportation and have a real and sustainable effect in the medium and long term. Eventually, the Ministry of Mobility will have to impose the peak and plate again as congestion increases, ”explains Hidalgo.

Another aspect that influences so that the District does not adopt the peak and plate measure immediately, despite the congestion, is to avoid crowds within the Transmilenio system. Currently the maximum capacity allowed is 50%.
