In a video, published by Blu Radio, two patrolmen are observed to use force with the man, who was already reduced on the floor of a public road and asked: “Stop, please.”
In the same radio medium, Colonel Alexander Amaya, operational commander of the Metropolitan Police of the capital, detailed that a quadrant of the town of Engativá received a call to report a fight and that was the reason why the patrolmen went to the place .
“Upon arriving at the site, there are about eight people arguing and everything seems to indicate that with the intake of intoxicating beverages. It is about dissuading these people, but they become aggressive against the Police ”, she assured.
According to the colonel’s version, “some of these people were taken to the CAI and at that moment, one of them presented discomfort in his physical health and was immediately transferred to the nearest medical center, where he unfortunately arrived without vital signs.”
The operational commander added that the Police Disciplinary Affairs Unit will open an investigation to clarify the facts. Likewise, the CTI of the Prosecutor’s Office is also conducting the respective investigation.
The video in which the events are observed was shared by citizens on social networks.
This morning, the Secretary of Government of Bogotá, Luis Ernesto Gómez, described the situation as “a painful tragedy” and a procedure in which “there is evidence of a clear excessive use of force and it is a violation of human rights.”
Gómez added that Mayor Claudia López will preside over the Police and Human Rights Committee this Wednesday, together with the Office of the Attorney General of the Nation, where she will receive the complaint from the victim’s relatives.
What happened?
The events occurred in the Santa Cecilia neighborhood, when citizen Javier Ordóñez, 45 years old and a lawyer by profession, who apparently was drunk and after a confrontation with the agents, they repeatedly used the taser gun even though they already had submitted to the citizen.
In a video that circulated on social networks, the citizen is heard asking the police not to attack him with the taser. “Leave it alone,” Ruiz told them on several occasions, who was also supported by people who were recording the actions of the agents.
After being reduced, the citizen was taken to a CAI near the scene of the events, where he died a few minutes later. “The uniformed men answer the call for a case of a fight on the public highway in the Villa Luz sector, when they appear they notice eight people in a state of alteration, when trying to mediate, the uniformed men are attacked so they proceed to control a person , who later manifests discomfort, is transferred to a health center where he unfortunately died ”, explained the Police Operational Command.
Rejection
The mayor of Bogotá, Claudia López, rejected the fact and described it as an act of extreme abuse on the part of the two agents when using the taser gun. “We will offer Javier’s family legal assistance so that there is an exemplary sentence, not only for those directly responsible, but also so that there is a structural reform that prevents and punishes police abuse. This is not from bad apples. Life is sacred! ”, Said the mayor.
López also stated that “we have rejected and denounced the police abuse, but within the Police they do not take serious measures. We will insist on the Attorney General’s Office and the Ombudsman’s Office that we act together to stop it. To Javier’s family our condolences and all the support they require ”.

The investigation of the fact was assumed by the Prosecutor’s Office, and as for the agents, the Metropolitan Police reported that for the moment they will not be suspended, they will only carry out office functions, while the internal disciplinary investigation, as well as the judicial one, progresses.
