LThe opening of beaches is one of the decisions that the people of Cartagena have been asking the most, for this reason, for three months the Mayor’s Office of Cartagena, from the Planning Secretariat, the General Maritime Directorate (Dimar), Ministry of Commerce, Industry and Tourism, and other entities that make up the Local Beach Committee, have been working on the protocols that must be in place for the opening of this sector, but only until yesterday, the Ministry of Health gave the green light for the reopening by approving the protocols, where it also indicates that if they are not fulfilled, the beaches cannot be opened.

“We have been working with the draft of the protocol that we had in all the phases that are needed to enable the beaches. The plans and the delimitation have already been advanced, everything has already been drawn, “explained Guillermo Ávila, Secretary of Planning, adding that” work is being done so that in the first days of October, two sectors of urban beaches are opened. “

Now, what corresponds to the Mayor’s Office and the Beach Committee is to ensure that each point that the protocol says can be implemented to the letter, making clear the responsibility of each of the participants, in addition to having the necessary infrastructure to be able to reopen the beaches to bathers.

How would it be?

According to Resolution 1538 of September 3, the municipalities must delimit the beach with an entrance area and an exit area, totally independent to avoid crowds, in addition they must have areas for disinfection of hands with glycerinated alcohol and water, soap and disposable towels in public toilets, a distance of two meters must be maintained between one tent and another, among other provisions, but what is most striking is that those who want to take a dip or spend a day at the beach, must make a prior reservation , this in order to have a better control of the number of people who enter.

“We have developed a methodology for adapting the beaches to be able to reactivate them, we were waiting for the ministry to confirm the protocol and as it was announced today (yesterday), we can start with the determination stage. In this stage of beach rehabilitation, what is sought is to take into account the model for the planning and occupation of beaches indicated by Decree 0811 of 2015, which had not been implemented ”, commented the secretary.

At this time, the District will be working on the determination stage, which consists of reviewing which are those beach sectors that are susceptible to reopening, for this they must establish the width of the beach and the available space they have.

“This decree of 2015, which was consulted at the time by Dimar, defines some segments or areas of activities on the beach such as economic activity, which is where the vendors would be, near the street. There is the resting area, which is where the tents or umbrellas will be, and the bathers area, which is where you have contact with the water ”.

In this new stage of the reactivation of the beaches, as indicated by the secretary, work should also be done on citizen culture, since the areas apart from being delimited, will also have mobility or circulation corridors, where it will be specified where It is the exit or the entrance. In addition, people must respect the signs, the use of the mask while on the sand and if you are going to enter the water, you must not throw it into the street or the sea, you must keep it or leave it in the designated areas.

“The challenge for Cartagena is the physical implementation of the protocol, more in determining the load capacity, which must be endorsed by Dimar. “, she pointed.

The decree indicates that 10 square meters per person must be guaranteed in this capacity, so the number of visitors on the beach would be reduced.

“If previously you could have about a thousand people between one spur and another, now there would be about 300, so it is necessary to have more control,” Avila explained, adding that “we need a lot of civic culture to respect reservation schedules, as they must indicate what time they plan to be in this place ”.

According to the protocol, the beaches may be open to the public from 6 in the morning to 5 in the afternoon.

The areas that have so far been being considered to implement the beach pilot and open it at the beginning of October would be between El Laguito and La Boquilla, but according to El Universal, it is a decision that they must take together with the Beach Committee.
