Supersalud finds irregularities in the Vaccination Plan – Health

The National Superintendency of Health released this Tuesday the results of the first investigations made into the National Vaccination Plan and possible irregularities in its execution.

At a press conference, the Health Superintendent, Fabio Aristizábal, announced the findings made by the elite group of the Superintendency of Health, made up of more than 80 professionals who visited EPS and IPS throughout the country. and they followed up on several of the complaints that have been made public about alleged strains.

In total, 59 cases were identified, seven of them were closed, 30 are ongoing, 12 are in follow-up and two are already in administrative processes.

The first of them is in Bogotá, where the Superintendency made nine findings in the Northern Subnet of Health of the District, in the middle of the investigations for the possible irregular vaccination that was made to the political scientist Carolina Cárdenas.

In the midst of the investigations into this case, it was confirmed that the North Subnet did not carry out an adequate prioritization of the first-line health workers and specifically 395 people were vaccinated without being within the prioritization.

“In the first stage of the National Vaccination Plan, the North Subnet did not carry out adequate prioritization of front-line health personnel, in accordance with the Ministry’s guidelines. 395 people were distinguished who presumably should not have been vaccinated in the first stage because they did not meet the required prioritization criteria ”, indicated the Supersalud.

Of these, they were identified 142 people who received doses, but they are not from the first line because they provide their services in administrative areas such as management, hiring management, quality, the office of community participation and citizen service, environmental management, fixed assets, document management, financial management, internal disciplinary control and even in the switchboard.

On the other hand, it was found that 253 contractors of the Collective Intervention Plan (PIC) that carry out extramural work “presumably not related to field tracking, active search for covid-19 cases in the field, epidemiological field investigation, or taking samples that involve contact with suspected cases and confirmed covid-19 were vaccinated in Stage 1, as is the case of the political scientist “.

At this point, the Superintendency of Health is clear in saying that Some of these people were even vaccinated from the first day the vaccination process began in Bogotá, on February 18, ahead of frontline covid-19 care workers.

“Of the vaccinated people who were not on the front line, some of them, like the political scientist, had no current relationship with the Subnet. That is, they vaccinated individuals “, concludes the body.

More irregularities

But beyond these alleged “strains”, the Superintendency found that serious fundamental flaws in the vaccination process followed by the Northern Subnet of the District, which integrates the public hospitals in the north of Bogotá.

“At the time of the visit, the Subnet It did not have the self-evaluation for the renewal of the vaccination service and this has expired since November 25, 2020. It has additional vaccination points for those who have not made the temporary authorization registry. And for the days of the visit, he did not have the human talent destined exclusively for vaccination, nor certification that accredits the training for the application of the vaccine ”, explains the entity.

Additionally, the Subnet did not have a documented vaccination action plan, nor did it have a micro-planning of the process, in aspects such as activities, responsible parties, time and resources for its execution. As well It lacked a defined process for scheduling or a protocol and route for the management and disposal of waste from the process, reveals Superhealth.

“The Subnet did not have a protocol that defined the permanent monitoring of the conditions of storage, custody and transfer of the vaccines, nor does it have a current contract for the calibration of the equipment. There is no protocol or route for the management of adverse events derived from vaccination. And it presents deficiencies in the quality of the information that supports the reported data of the vaccinated population ”, he assured.

Jaime Humberto García, manager of the North Subnet, told this newspaper that he does not yet know the findings presented by the Superintendency, but that they have always acted in light of the guidelines of the Ministry of Health and the Ministry of Health. “When we have the report, we will decide and we will make the corresponding clarifications about it,” he replied.

The other case that is in the administrative process that can lead to sanctions is that of the plastic surgeon Camilo Orlando Reyes Salazar in Santander, who received the vaccine.

In this sense, the two IPSs allegedly ignored their obligations regarding the scheduling of appointments and verification of the prioritization for vaccination, as well as the alleged failure to check whether or not the surgeon was in the database.
