CWith a small variation, the two-digit ‘peak and cedula’ and the curfew in Santander are maintained, as of September 1 when the country goes from mandatory preventive isolation to selective individual isolation; At least, that was how it was approved yesterday afternoon, during a virtual meeting held by Governor Mauricio Aguilar Hurtado along with the mayors of Bucaramanga, Floridablanca, Girón, Piedecuesta, Barrancabermeja, Socorro and San Gil.

According to the departmental president, Mauricio Aguilar Hurtado, the ‘pico y cédula’ will now be applied from Monday to Sunday so that people, from 5:00 am to 9:00 pm, can carry out supply activities, retail trade and payments for any goods or services. In this sense, next Tuesday it will be up to those who have the last digit of the identity card to end in 9 and 0.

It should be noted that with this determination, the total restriction on Sundays and holidays is repealed.

The curfew will be in force every day, but it will start from 9:00 pm to 5:00 am. That will be the same schedule of Prohibition. In Barrancabermeja, the curfew will begin at 11:00 pm and will end at 5:00 am

Aguilar Hurtado was emphatic in the application of the Prass strategy (Sustainable Selective Testing, Tracking and Isolation) in the municipalities of the metropolitan area of Bucaramanga, as well as in San Gil, Lebrija and Socorro.

With regard to the reopening of the churches, their reopening was arranged, from Monday to Sunday. They will only be allowed a maximum capacity of 50 people, who must have a prior reservation to enter the venue, and the hours will have to be extended.

The gyms may reopen but the service of wet areas and bathroom is canceled. Customer access must also be made with reservation.

For individual sports activities no type of restriction was contemplated; for group and contact groups, their resumption was not authorized.

As for the reactivation of restaurants, their doors will open, but they can only occupy 35% of the internal facilities with the arrival of their customers. They can use the outside for more capacity, but the two meters distance must be respected.

“Reservations must be made and ‘pico y cédula’ will not apply. This reopening will be gradual and each one of the establishments will have to present their biosafety protocols to each of the municipalities ”, specified the Governor of Santander.

The land transport terminals may open, but the inter-municipal and inter-departmental buses that leave from there may not exceed 50% of their capacity.

Hotels also have a ‘free pass’, but common areas may not exceed 35%. They can make use of swimming pools.

And those attending the drive-in have an exception in ‘pico y cédula’ and ‘curfew’, but they must present the access ticket. The mobility permit is until 11:00 pm

In Bucaramanga

Faced with these decisions, the mayor of Bucaramanga, Juan Carlos Cárdenas Rey, pointed out that restaurants, churches and gyms in areas of special attention such as Kennedy, San Rafael, Girardot, Alfonso López, Centro, La Aurora, Bucaramanga, Mutis and Campo Hermoso To start activities, they must previously have a visit from the Local Health Secretariat. Without this inspection they will not be able to open.

“Those over 70 years of age continue to have mobility restrictions, given that 80% of deaths from COVID-19 in the city are older adults,” the president said.

“It is inappropriate”

For his part, the mayor of Floridablanca, Miguel Ángel Moreno, said that the flexibility of the measures comes at the most inopportune moment for the epidemiological state of the area.

“We have to look at figures. We have an occupancy of 96% of the ICU beds, that is, we only have 4% available from the Intensive Care Units. That is why the decisions that are made have to be responsible. From there it follows that we will present to the Ministry of the Interior a draft decree to endorse it and thus new measures allow to save more and more lives, ”Moreno said.

Regarding the process of reactivating gyms, churches and restaurants, they will be subject to the biosafety protocols being verified in the next 15 days, starting on September 1.
