Option 1 (the most recommended)
The Ministry of Mobility proposed a peak and plate model from Monday to Saturday (6 am to 8:30 am and from 4 pm to 7:30 pm) and under the already known model of even and odd plates.
This would help reduce travel times by 15.2% for all modes of transport.
There would be exceptions to the old peak and plate, plus three others:
– People who work in health areas:
– That the car carries three or more people (to motivate shared mobility): It is proposed that the trip be registered on a platform so that it is enabled and would require that the quota be full from the beginning to the end of the trip.
– Dedicated hybrid cars.
Those who pay the ‘Pico y Placa Solidario’ could also be exempt from the measure. The interested party would have to make the payment for 2’066,000 per semester and, in addition, fulfill a social work for the city (Bogotá Solidaria en Casa or fulfill a recycling quota of 15 kilograms in three months, supervised by the Uaesp).
Option 2:
Peak and plate for 14 runners from Monday to Saturday (6 am to 8:30 am and from 4 pm to 7:30 pm) and under the already known model of odd and even plates.
What was taken into account?
The Ministry of Mobility proposes a “more flexible” model, taking into account that:
– The public transport occupancy limit is 50%
– 11% of households in Bogotá use the vehicle as a work tool.
But it is also taken into account that, in recent weeks, vehicle occupancy has increased.
“In the last weekend of August 32% more vehicles circulated than in the last weekend of July. Compared to the last weekend of May, they were 27% more and more than triple what was registered in the last weekend of March, which was the first week of quarantine “, was the report that this entity gave to EL TIEMPO at the time.
Traffic has several factors. But perhaps one of the most relevant has to do with the high presence of private vehicles and the space they use per passenger. In the case of cars, 4.8 square meters are occupied for each passenger.
This is how occupation works according to mobility data (urban space occupied by passenger):
Pedestrian: 0.5 m2
Bicycle: 1.3 m2
Zonal buses: 0.9 m2
Private car: 4.8 m2
Motorcycles; 1.7 m2
Other factors, according to Mobility, have to do with poor street parking and crashes.
Every day, at least 288 badly parked vehicles are detected (leaving a section of the lane without mobility), especially in the towns of Mártires, Kennedy, Chapinero, Puente Aranda, Fontibón, Bosa, Engativá, Teusaquillo, Suba and Barrios Unidos.
Also, on a daily basis, there are 500 simple crashes (caused by recklessness or disrespect for traffic regulations), especially in Usaquén, Kennedy, Engativá, Santa Fe, Fontibón, Puente Aranda, Barrios Unidos, Chapinero, Teusaquillo and Bosa.
“In the city the average speed in peak hours in February of this year, before the pandemic, was at 21.4 km / h, in August it was already at 26.5 km / h and in the first week of September it fell to 24.8 km / h “, reported Mobility.
Among the most congested corridors in Bogotá are the Autopista Sur, Avenida Caracas, Avenida Carrera 68, Avenida Américas, Avenida Calle 13, Avenida Primero de Mayo, Avenida Suba, Avenida Ciudad de Cali and Avenida Boyacá, with an average speed of 20.4km / h for the period between 6 am to 9 pm
“From Tuesday to Thursday, the times where the peaks of greatest congestion occur in these corridors are between 6 am to 8 am, for the morning period, and 4 pm to 8 pm, for the afternoon period,” he said. the mobility authority.
