President Iván Duque, accompanied by the Minister of Defense, Carlos Holmes Trujillo, and the leadership of the Police, announced on Tuesday the changes and the new command structure of the institution. Due to its seniority, the deputy director of the institution, General Gustavo Alberto Moreno, also leaves the Police Maldonado, and the inspector general, William René Salamanca.

The outgoing Police Director had been facing a difficult situation due to the disciplinary trial that faces in the Attorney General’s Office for alleged irregularities in the construction of police houses in San Luis, Tolima, and for alleged excesses and influence peddling to, supposedly, stop investigations that could compromise him.

General Vargas Valencia was born in Bucaramanga, Santander, he is the son of Mrs. Oliva Valencia and Brigadier General (r) José Luis Vargas Villegas.

He entered the ‘General Francisco de Paula Santander’ Police Cadet School at age 18. He graduated from business administrator and police administrator.

He has postgraduate degrees such as Conflict Resolution Specialist, Comprehensive Security Specialist and Master’s Degree in Public Security, as well as complementary studies in police management, strategic management and intelligence, among which are those of National Strategic Intelligence (Charles Sturt Canberra University, Australia), course on Intelligence Operations, Interdiction of Narcotics and Explosion Investigation with the United States and the High Government Program at the Alberto Lleras Camargo School of Government of the Universidad de los Andes.

The senior officer will be accompanied by the new deputy director general of the Police, General Hoover Alfredo Penilla, who until January was as commander of the Police in Bogotá.

Defense Minister Carlos Holmes Trujillo announced that Major General Jorge Luis Ramírez will be in the position of Inspector General, who was in charge of the Atinarcóticos direction. Major General Carlos Ernesto Rodríguez, current Director of Transit and Transportation, arrives in the direction of Citizen Security.
