More than 66 thousand companies from Cali registered as natural persons would receive subsidies for Covid-19

In Cali there are 66,900 companies registered as natural persons who will be able to benefit from the payroll subsidy that the National Government will grant.

Small companies had protested that in the decree that regulated this aid, only legal entities were initially sheltered, but the Ministry of Finance corrected and assured that formal companies registered in chambers of commerce as natural persons will also be included.

“We are satisfied in the hotel sector because there are many establishments that function as natural persons, especially hostels, we are pleased that it has expanded, but we were hoping that this subsidy would have been 100%,” said Óscar Guzmán, director of Cotelvalle.

He added that practically all hotels would benefit because their turnover in April was null and occupancy to date is 3.23%.

The National Government will grant a subsidy per worker of $ 350,000 for companies whose income has been reduced by at least 20%. In the case of companies registered as natural persons, they must have a minimum of 3 employees, as reported by the Deputy Minister of Finance, Juan Alberto Londoño.

In this regard, Yitcy Becerra, director of Acopi, a union that groups together micro, small and medium-sized companies, commented that the Government understood that it had left aside the benefit of some 200,000 companies in the country, which are the smallest and those that need the most .

But he said he is concerned that companies registered as natural persons will be required to transform into some other corporate figure.

The Vice Minister of Finance said that this possibility is being analyzed, that natural persons companies become a legal entity, but that it will not be a requirement at this time to access the payroll subsidy.

The National Government will allocate $ 2 billion a month to help maintain the employment of formal companies and with the link of companies registered as natural persons they would have to contribute another $ 300,000 million. In other words, for the quarter (May, June and July) the benefited firms will receive a total of $ 6.9 billion.

The payroll subsidy will begin to be paid at the end of May, since the formats would be coming out next week and the Government will confirm that the resources are used for the purpose for which they were drawn.

Mauricio Santa María, president of the National Association of Financial Institutions, Anif, said that “congratulations the Government continues in the implementation of relief measures and support to companies, with the adoption of the Formal Employment Support Program. This would shelter 5.5 million salaried workers. With this, the loss of jobs and household income would be mitigated and, in addition, the economic reactivation will be accelerated, ”he said in a report.

But he considers it key that the Government design a specific program for independent workers who are formal (according to the health contribution report) or who earn above a minimum wage, who have not yet received support and represent more than 3 million of people.

Additionally, this researcher recommends that a complement to all support measures for households should be studied. “It could be complemented by the proposal to implement a basic income, with a one-time turn of $ 450,000, to 17.9 million people who are affected by the quarantine, for which $ 8 billion would be needed.”
