There must be complete clarity that the organizer of each activity will be the club doctor, who will officiate as the person directly responsible, in addition, at particular times such as training, travel and games, the Security Officer will be the maximum authority to monitor the normal development of the provisions of the protocol.
On the other hand, in relation to the issue of income in the training fields, it will only be enabled for 40 people, who must comply with the protocols established by the Ministry of Health, in addition, there will be the services of an EPS, which will be the in charge of carrying out the tests, issuing health status reports for each player and supervising compliance with the protocol. The reports will be sent to the medical body of the Colombian Football Federation and to the departmental or municipal Health Secretariat, where the competition is held. Likewise, a respective virtual “Check List” must be filled out by those responsible for this purpose. (Security, Logistics, Medical Officer).
How will the distances be guaranteed in relation to the 4 dressing rooms, for income and
other logistical aspects?
Currently, most of the sports venues that are the headquarters of the League have four dressing rooms (not including the referees) in their infrastructure, which may be enabled to comply with the regulations on preventive distancing.
In the hypothetical case that a stadium does not meet this requirement, the organization will have portable dressing rooms with the technical specifications required by the Colombian Football Federation and the Dimayor, in licensing parameters. The organization’s commitment is total and its efforts will be unrestricted, to provide guarantees of safety, comfort and compliance by the protagonists of the sports discipline.
What mechanisms will be used to guarantee the clubs’ strict commitment to complying with the established protocol?

Dimayor will include in the competition regulations the mandatory compliance with the security measures established in the protocol. It is contemplated that disciplinary actions have scope for players, coaching staff, managers and others who are part of the delegations officially registered by the clubs.
For the purposes of the foregoing, the FCF’s Unique Disciplinary Code establishes the imposition of economic fines for affiliated players and clubs that fail to comply with the provisions established by Dimayor for the development of matches and security protocols (which, depending on the case , range from 5 SMMLV to 50 SMMLV). Likewise, the FCF’s Unique Disciplinary Code establishes the power for Dimayor’s disciplinary bodies to adopt other measures in addition to financial fines, in the face of serious breaches of security protocols.
How will the availability of resources be guaranteed and who will be the
responsible for the payment of all the tests to be carried out?

The resources are guaranteed by the Dimayor administration to run the tests set out in the protocol during the different phases, to the delegations of the competing clubs. Likewise, we are working with the marketing department on the possibility of linking companies that have expressed interest in joining as suppliers for this aspect, because they are representative in the cities that currently intend to apply as headquarters, in carrying out the sporting event.

Each one of the entities involved other than the clubs (logistics, television, control agencies, security companies, among others) must assume the costs and the implementation of the requirements they must have for operation in the training fields and stadiums. Finally, the security officer will be the person in charge of authorizing and enforcing the sanitary provisions in the protocol for each entity present in the different spaces.
Dimayor must guarantee that all professional players and other personnel
support teams have up to date social security and ARL.

In accordance with an order issued by the General Assembly of Affiliate Clubs to
Dimayor, currently Dimayor controls and monitors the payment of contributions to the General Social Security System by all our affiliated clubs.
Notwithstanding the foregoing, and in order to ensure that the clubs are up-to-date in the payment of social security and ARL, the competition organization will request monthly the certificate of payment of social security obligations, such as health and occupational risks, discriminated individually for each of the players. Dimayor will not accept under any circumstances forms with general payments, this in order to have greater control over the fulfillment of the obligations by the clubs in this regard. Likewise, it must be included in the competition regulations that failure to comply with this obligation will generate ineligibility to participate in matches.
How are you going to handle the protection of people who are considered high risk
for covid-19, especially technical and support personnel?

The same restrictions will be implemented with the guidelines established by the
National Government and the Ministry of Health, for specific cases related to older adults and people with diseases that make them more vulnerable to the spread of covid-19. This means, that people considered HIGH RISK and comorbidities can NOT attend these events. Similarly, a private invitation will be made to participate with an EPS in the following implements to comply with the necessary procedures:
– Entrance tent for all training venues and stadiums, which must have a specific signage, four chairs with the corresponding distance, table for taking samples, medical personnel, support from nursing personnel, laser temperature meters.
– The members of the clubs and other personnel, who must enter the fields of
training (maximum 40 people), they will have to undergo this type of controls.
– For the stadiums due to the flow of personnel, the number of tents that will be
require necessary and thus comply with the same procedure.
– For each of the spaces there will be “quick tests”.

– The health secretariat in each city must supervise the control of the officials who belong to the public entities involved. Therefore, it is recommended to designate a specific permanent population in support of the competitions and that has the obligation to comply with the approved protocol for the sporting event.
Is coverage foreseen in the event of adverse events presented by the
covid-19, for example, informed consent, voluntary authorization of

In the medical aspect, voluntary authorization is the informed consent that is made known to the health personnel willing for this, to those interested in participating in the competition. This consent will be in writing and must be accepted by those involved before phase zero. This informed consent form is being prepared by the FCF medical staff and Dimayor’s labor advisors, and its subscription will be an eligibility requirement to participate in the competition and entry to the sports arena. Likewise, we reiterate that failure to comply with any of the provisions established in the protocol will generate the imposition of disciplinary sanctions for the natural and legal persons who violate it (in accordance with what is explained in response No. 3).
A maximum number of people entering the stadiums must be guaranteed, for
no reason to exceed this number which must be between 150 and 200 people.
The organization will have logistics, security and a minimum number of law enforcement personnel to have complete control over the income of personnel, both in the training fields and in the stadiums. All entries in both spaces will be made through a single door, it will not be allowed to enable auxiliary doors under any circumstances. For training venues there will be a maximum capacity of 40 people and for stadiums a maximum of 200, the recommended social distance must be kept at all times. The entire operation will be coordinated by the FCF security officer. Finally, identification bracelets will be delivered per day to enter the stadiums, which will help to have greater control of the staff and easy recognition in their functions.

player or coaching staff?

What is the support that is required by the Ministry of Sport in the process?
The administration and the 36 clubs affiliated to DIMAYOR weigh the commitment of the
National Government led by the President of the Republic Iván Duque Márquez, the Ministry of Sport and its Minister Ernesto Lucena, who have become allies to return the passion of soccer to the Colombian people, therefore, it will be essential to continue working together. in this process and have special support in the following points:
– With the aim of establishing prevention mechanisms, and not of an eventual treatment by covid-19 contagion, establish a regulation where the ARL covers the value of the rapid tests for the players.
– Request the National Government for medical support from the Ministry of Health and the Ministry of Sport, to supervise compliance with the protocol.
– Accompaniment in the selection of the companies in charge of providing health services for the prevention of COVID-19 during the competitions and the choice of providers that will be responsible for the achievement of the tests indicated in the protocol. The intention is to receive support in the valuation of the applicant companies, for the final election.
