As of this Wednesday, December 16 and until the next 23 of the same month, Cali will have mobility restrictions between 11:00 p.m. and 5:00 a.m.
This was recorded in decree 4112.010.20.2110 of 2020, released, issued and signed this Wednesday by the mayor of the city, Jorge Iván Ospina.
This rule adopted “special measures for the holiday season in matters of public order to preserve life and security in the special district, sports, cultural, tourist, business and services of Santiago de Cali.”
In addition to the curfew, the decree established the return of the ‘pico y cédula’, although only for entry to commercial establishments, banking and financial entities, notaries and places of provision of services to the public.
Likewise, the sale of alcoholic beverages between 10:00 pm and 5:00 am is prohibited. All measures apply from December 16 to 23.
These measures seek to slow down the transmission speed of covid-19 and decongest the ICUs, whose occupation percentage in the city reaches 90%.

In case of being within any of the exceptions, the circumstances must be accredited in case the authority requires it.
The curfew exceptions
According to the decree, the mobility restriction does not apply to:
* Medical, healthcare, pharmaceutical, hospital, clinical staff.
* Veterinary emergencies.
* Personnel who are part of the basic food supply chain of the family basket.
* Relief organizations.
* Home public services.
* Surveillance, private security and guard personnel.
* Radio, television, digital and written communication media, as well as the distribution of newspapers and magazines.
* Activities of public servants and contractors of the State that are strictly necessary to prevent, mitigate and attend to the health emergency, as well as linked to security and justice organizations.
* Transportation, supply and distribution of fuels.
* Funeral services.
* Workers who provide their services in night work shifts.
* Attention to force majeure and fortuitous events.
* Displacement for air transport trips, as well as inter-municipal land transport that have scheduled trips during the curfew period or at approximate hours to it.
* Operational personnel essential for the operation of the Integrated Mass Transportation System.
* Personnel who work in public and private companies that carry out activities within the framework of virtual presentations to take place in the holiday season.
* Personnel who work shifts in companies that carry out their production processes 24/7.
* Vehicles for traffic control and cranes, as well as the public passenger land transport service, that are strictly necessary to prevent, mitigate and attend to the health emergency caused by covid-19.
In case of being within any of the exceptions, the circumstances must be accredited in case the authority requires it. People who are part of the indicated professions must carry identification that proves their functions or activities.
The decree also specifies that “the commercialization of the products of the gastronomic establishments and premises, including those located in hotels, by home delivery” is allowed.
Likewise, “people and vehicles that provide commercial services in municipalities of the metropolitan area may circulate during the hours included in the curfew.”
Customers of restaurants and bars who leave these places after 11:00 pm may travel if they present an invoice that proves consumption, although they can only be mobilized until 12:30 am
