The Comptroller General released a report that indicates that contractors of the Colombian Family Welfare Institute, ICBF, delivered markets, in the midst of the pandemic, to deceased people.

The Directorate of Information, Analysis and Immediate Reaction -DIARI-, of the Comptroller’s Office, “identified 69 alerts in the delivery of food rations” made by ICBF contractors “to alleged beneficiaries during the Covid-19 pandemic, in execution of the Nutritional Basket Program“.

The Comptroller’s Office pointed out that several beneficiaries “appear in the National Registry as deceased.” “The contractors delivered food rations to minors who in the same database are reported as dead, but whose document is being supplanted by beneficiaries; and cases like that of a mother who received rations for 172 children that she would have in a single municipality. “

These are only 4 of the 69 cases identified, which the Comptroller classifies as alerts and which were detected by the Information Directorate, with its Descriptive Analytics Model, which monitors the ICBF Nutritional Basket Program.

Since the health emergency was decreed, it was identified that different ICBF contractors “delivered 28,018 rations to 15,580 registered guardians who are in the database of the National Registry reported as deceased“, says the Comptroller’s Office in a press release.

They delivered 28,018 rations to 15,580 registered guardians who are in the National Registry database reported as deceased

“If the number of rations that were delivered to these deceased persons is multiplied by the lowest value of a ration ($ 80,000), the sum of this DIARI alert is approximately $ 2,241 million pesos “, highlights the Comptroller.

The control body indicates that the values of each portion increase according to the type of Zonal Center from which they are delivered and if they are for pregnant women and mothers in lactation periods.

They highlight that the DIARI detected that of those 28,018 deliveries of rations to guardians of minors who appear in the databases as deceased, 4,548 were made in the department of La Guajira in the months of May, June and July.

Minors who died were impersonated

In this process, nine minors were identified whose identification numbers appear in the database of the Registrar’s Office as deceased, but who on the sheets of the ICBF Nutritional Basket Program “They would be being supplanted as beneficiaries, since their identification number is registered in the forms, but it appears assigned with another name and surname“warns the Comptroller’s Office.

Likewise, the control body was able to confirm that three of these deliveries were made to the same number of minors who appear in the Registry’s database as deceased. To mention some of the cases detected.

Similarly, the case of a woman who appears with 172 children was identified. The registry is in Chimichagua (Cesar), where the woman received help from everyone.
What did they do and where are they with the rations that these people received for that number of minors? For this reason, from the Comptroller General’s Office we made these alerts, so that in the country this situation does not become an anecdote, ”said the director of DIARI, María Fernanda Rangel.

In the work carried out by the Comptroller’s Office, it was possible to detect that several contracts did not comply with the requirements. Thus, 25 alerts were generated for contracts with a low compliance rate, equivalent to $ 12,087 million pesos to be delivered. These are contracts in which few deliveries were made in the months of May, June and July of this year and, in some cases, none.

In summary, the alerts identified by DIARI are divided into deliveries with documents of people reported as deceased, guardians with multiple beneficiaries, and contracts with a low compliance rate.
