The head of the Health portfolio assured that the objective It is “to evaluate the conditions in which the measures are found and their effect for the control of COVID-19 and the preparation of the health system for care. Under this premise, we hope to have a set of measures to mitigate the situation ”.

He noted that of 34,346 registered cases, 2,073 are active, 30,650 patients have recovered and 1,623 have died, with a fatality rate in the region of 4.7%. At this moment there is a positivity of 18%, which in tests at the moment is at 36.1% and on December 12 it was at 52.8%.

UCI occupancy, he added, has been at 91.8% and manifested the affectation in certain municipalities, and “given this situation, we will analyze the main indicators with the National Institute of Health.”

Franklyn Prieto, director of Surveillance and Risk Analysis in Public Health at the National Institute of Health, analyzed the epidemiological situation of the department and Cúcuta.

When comparing the last four weeks, “It is observed how the incidence, mortality rate, positivity and lethality is higher than the national figures”, indicating that the positivity in Norte de Santander is 27.03%, while the national is 19.68%, the morality in the department at 21.71, Cúcuta 34.45 and the country 9.19.

Conclusions and measures

  • The mobility restriction (curfew) operates from Monday to Friday from 7:00 p.m. to 5:00 a.m. the next day, with total restriction of the movement of vehicles and people, with exceptions from December 25 to 27 and from December 31 to January 3 that will be restricted all day.

  • Emphasis is placed on the suspension of pilot plans for consumption in restaurants, bars and other establishments that consume and sell intoxicating beverages.

  • The ban on parties, shows and meetings in public spaces, as well as Christmas gatherings or celebrations, is maintained.

  • The ban on the use of gunpowder is reiterated.

  • The use and burning of elements such as tires, paper, cardboard, dolls is prohibited.

Some of these measures had already been implemented, for example, the peak and cedula, which will be peak and gender; and the curfew from 8:00 pm to 5:00 am the next day.

It is expected that after the approval of the Ministry of the Interior of this package of measures, it will be specified which days men can go out to carry out their activities and which days women.
