This 2020, due to the coronavirus, the Halloween and Ángeles Somos celebrations will be different from previous years, because given the latent risk of a possible re-outbreak of the disease, the call is to self-care and celebrate at home.

Taking this into account, this Wednesday the mayor of Cartagena, William Dau Chamatt, established, through Decree 1370 of October 28, 2020, the restrictions that will govern this weekend and holiday Monday.

The administration indicated that the measures, which will be in force from Friday, October 30 until 12 a.m. on November 2, are taken in accordance with the recommendations issued by the Ministry of Health and Social Protection, the Ministry of the Interior, the Colombian Institute of Family Welfare (ICBF) and the Presidential Council for Children and Adolescents.

What is not allowed

The activities that will be totally prohibited during this holiday bridge are:

one. The movement of children and adolescents on public roads and establishments, from 7 pm on October 30 to 12 am on November 2.

two. Social gatherings in closed group halls, public places and shopping centers, in addition, traditional neighborhood tours to collect sweets and show costumes will not be allowed.

3. The implementation of checkpoints for people and vehicles, use of water bags, foams, and coloring substances.

Four. The use of picó, sound amplifiers or hold public events.

5. The sale, distribution and use of pyrotechnic articles, fireworks or any explosive device.

6. The Local Mayors may not grant permits to extend the hours in the commercial establishments and those that have been previously granted will be suspended.

Decree 1370 issued by the Mayor’s Office establishes that the circulation of minors will only be allowed in cases of force majeure or fortuitous events, which must be duly justified and documented by the parents, guardians and, if necessary, the corresponding authorities.

It should be noted that those who do not comply with the measures provided will face sanctions.

In addition to the restrictions, the administration made several recommendations for Cartagena in order to avoid the contagion and spread of COVID-19.

Promote celebrations at home with family members who habitually live together and without guests.

Encourage the creation of family activities such as costume contests, home decoration, organize a movie night, play games, dance activities, prepare a healthy meal, among others.

Continue to comply with biosecurity measures, such as wearing a mask, constant hand washing and maintaining physical distance.

Access the virtual agenda that the Colombian Institute of Family Welfare has programmed, which includes a costume contest, lessons to make up at home, costume workshops for pets, dances, among many other activities that can be done from home.
