After the complaint arrived, a prosecutor from the Sexual Crimes Unit of the Attorney General’s Office in charge of collecting the information was able to determine that the young woman arrived at the office to receive routine care. It also established that the doctor performed an examination on her and that he subsequently sexually assaulted her. The woman was completely defenseless.

Later, in addition to the complaint, all kinds of messages of repudiation came through social networks, as well as sit-ins and protests by feminist groups.
According to the Office of the Attorney General of the Nation, at the time, the doctor Ortiz Ruiz appeared, in the company of his attorney, to attend the legal requirements against him. “In concentrated hearings, the Prosecutor’s Office charged him with the crimes of violent carnal access in a heterogeneous competition with carnal access and abusive sexual act with aggravated incapacity to resist”confirmed the investigating body.

Why haven't they found the gynecologist accused of sexual abuse?

There were even protests at the exit from where the abuse took place.

He also pointed out that the charges were not accepted by the defendant, who must comply with an assurance measure in a prison.

But what was surprising is that the doctor was never caught and, instead, escaped, arguing for medical losses just as prison measures were about to be imposed on him. All of this happened in a hearing that began on Friday, September 11, and ended at dawn on Saturday, September 12.

25 days have passed and there is no trace of his whereabouts. Once the capture of the gynecologist, who at this moment is considered a fugitive from justice, will be summoned for an accusation hearing for two more complaints that exist against him, as confirmed by the investigating body.

What does the EPS say?

Faced with the complaints presented by the user for the events that occurred on September 7 in an office of one of the EPS Sanitas medical centers in Bogotá, the health institution reported that the complaint was immediately brought to the attention of the authorities. “We have been in permanent contact with the corresponding authorities, providing them with all the information requested and collaborating with the formal development of the investigation.”

It was also learned that all the investigation mechanisms, the ethics committee and the protocols determined within the organization were activated in order to clarify what happened. The doctor no longer works in that company. “We have offered comprehensive support to our affiliate and their family, making our infrastructure available to them for any medical care they may require.”

According to the data registered in the Domestic Violence, Child Abuse and Sexual Violence Surveillance System (Sivim), there is a trend of annual increase in the rate of sexual violence in the Capital District, with an annual percentage change of 7.15 %. In the period 2012 to 2019, 43,784 cases of sexual violence were reported. In 2019, the estimated rate for the city was 102.3 cases per 100,000 inhabitants.

In that same year, 8,474 cases of sexual violence were reported, 18.4% more than the previous year. 81.8% of the victims were women and 18.2% were men, showing a 4 to 1 ratio, that is, for every 4 women attacked, they violate a man. Regarding the age groups most affected during the year, 77.5% of the reported cases are boys, girls and adolescents; followed by adults between 18 and 59 years with 22% and the elderly with 0.5%.

15.1% of the alleged victims state that they live with the aggressor. When reviewing the relationship of the victim with the sexual offender, it is found that 58.7% are distributed as follows: unknown, 21.1%; acquaintance, 20.5% and another relative, 17%. The towns that registered 57.4% of the city’s cases were, in order, Kennedy, Bosa, Ciudad Bolívar, Suba and San Cristóbal.
