They tighten restrictions on mobility in cities with high occupancy of ICU stretchers

The Minister of Health, Fernando Ruiz, announced on Wednesday night that he promulgated a joint circular with the Ministry of the Interior with new restrictions to be imposed by mayors, depending on the level of occupation of the Intensive Care Units, ICU, in each municipality.

He explained that for cities with an ICU occupancy equal to or greater than 85%, which is the case of Cali, the restriction on the mobility of people and vehicles is ordered between 7:00 p.m. on January 7 and 5:00 a.m. January 12, 2021. Additionally, the mobility of people is restricted between 8:00 am and 5:00 am between January 12 and January 16, 2021.

The official clarified that addresses are allowed as well as the departure of people exempted in decree 1076 of 2020.

From the Mayor’s Office of Cali they reported that they are already studying the circular to determine if the city welcomes it or not, taking into account that there is already a decree operating for this weekend. Mayor Jorge Iván Ospina is expected to define this situation during the course of this Thursday.

In the hypothetical case that Mayor Ospina accepts the Minsalud circular, the curfew would start from today at 7:00 pm and culminate on Tuesday, January 12 at 5:00 in the morning. As explained by the Minister of the Interior, Daniel Palacios, the measures are intended to reduce the occupation of ICU beds in the national territory and must be adopted immediately through decrees in each of the municipalities and cities with these levels of occupation .

Other occupancy levels

Likewise, Minister Ruíz said that cities with an ICU occupancy of 70% must decree restriction of non-priority surgeries, together with peak and ID for all commercial activities and prohibition of all types of public and private meetings.

In addition, they must decree a restriction on mobility between 10:00 at night and 5:00 in the morning between Thursday, January 7 and January 12, 2021.

During this period, the domiciliary and the exit of people with exceptions will be allowed. In addition, the pilot of bars and restaurants is suspended as long as said UCI occupation is maintained.

For cities with 80% ICU occupancy, restriction on the mobility of people and vehicles is ordered between 8:00 at night and 5:00 in the morning, from Thursday, January 7 to Tuesday, January 12, 2021. Home services are allowed. All public and private gatherings are also prohibited.

Other local measures

After having met the Committee of Medical Experts to analyze the growth of Covid-19 patients in the ICUs of Cali, the Mayor’s Office reported that to avoid a greater number of affected people and deaths, the Ministry of Health will strictly monitor older adults 50-year-old who are currently infected or have symptoms of the coronavirus in Cali.

For this reason, they will carry out home visits and telemedicine consultations with specialist doctors.

“This mechanism was adopted to classify risk, verify symptoms and verify the epidemiological fence to cut contagion between close contacts of people with a positive result of the SARS-CoV-2 virus,” said Miyerlandi Torres, Secretary of Health of Cali.

Currently about 700 people over 50 years of age are diagnosed with Covid-19 in Cali.

“The idea is to get to the same house as these people who have Covid-19 and over 50 years and start medical treatment,” he added.

Likewise, close monitoring and epidemic siege will be carried out on family members who have patients in ICU with Covid-19 and who have had contact with them so that they isolate themselves and do not spread the disease.
