Due to the fact that the coronavirus continues to spread in Cartagena and that we are in a time of festivities, Mayor William Dau Chamatt, through Decree 1585 of December 15, 2020, extended selective isolation and responsible individual distancing in the city from the 00:00 hours on December 16 until 00:00 hours on January 16, 2021.

In the document, the local president established several restrictions and schedules of some activities to prevent the spread of COVID-19.

– Social and family gatherings

The Dau administration decided to restrict social gatherings in halls of closed complexes, or shopping centers and neighborhood tours until January 16.

He also indicated that family celebrations should be with members who live together and without guests and with a maximum capacity of 10 people.

– Events

In decree 1585, the Mayor’s Office of Cartagena prohibited the performance of any type of public shows or electronic party events and of any other type, on beaches and public spaces in Cartagena.

The use of picós or any other class of sound amplification devices that generate disturbances to the tranquility and citizen coexistence is also prohibited.

The realization of public shows or private events are subject to the authorization of the Secretary of the Interior and Citizen Coexistence, after the full legal requirements.

The events referred to in District Decree No. 1449 of November 18, 2020, by which the pilot plan for events and business fairs, among others, is implemented, may only have a maximum capacity of 100 people, guaranteeing space and the distance of 2 meters per person.

Likewise, the decree prohibits the use of public space that is not authorized by the corresponding authorities or regulations, to hold celebrations or gatherings.

During the validity of the decree, authorizations will not be given for events on public roads, or outside the areas that are authorized within the public spaces of the Historic Center that have economic use.

Establishment hours

Commercial establishments in places such as squares, parks, beaches and public spaces, in general, will function as follows:

The hours of the commercial establishments open to the public will be from 05:00 am to 01:00 am the next day.

Restaurants and hotels may operate, in authorized spaces, following the authorization rules such as allowed capacity, authorized furniture and location thereof, which will be verified by the competent authorities.

Each commercial establishment must have at least one person to ensure compliance with biosecurity measures.

The hours for stores, billiards, tobacconists, refreshments, liquor stores and salsamentarias will be from 06:00 am to 10:00 pm each day. In these establishments the consumption of food, alcoholic beverages and liquors is prohibited.

The use of music and sound devices must adhere to compliance with the rules on noise and speech, during the hours established for the operation of commercial establishments. Homes must also abide by this restriction.

The processing and obtaining of authorization for commercial establishments within the adapt-reactive program of Cartagena, must have the required documentation, carry out the corresponding procedure, establish the respective biosafety protocol and meet the recommendations of the Administrative Department of Health (Dadis) .

It is necessary to specify that on December 25, 2020 and January 1, 2021, the hours of the commercial establishments will be until 02:00 hours, with the exception of stores, billiards, tobacconists, refreshments, liquor stores and sauce shops, whose schedule restriction is maintained.

For their part, establishments for hospital, pre-hospital and veterinary care, sale and distribution of medicines, pharmaceuticals, medical products, optics, orthopedic products, medicines for pets, funeral services, homes in general will not have time restrictions.

Other restrictions

The disembarkation in the insular zone of ships of any draft or specification intended for tourist, recreational or sports activities, with the exception of hotels that are authorized in the pilot plan for reopening the islands or in accordance with the express and written authorization issued by the Mayor of Cartagena.

Staying on the beach and bathers entering the sea, allowing exclusively the use of beaches as a space for pedestrian traffic. The areas specially authorized by means of a pilot plan to reopen Playa are excepted.

The activities of discos and dance venues.

Decree 1585 prohibited the sale, distribution and use of fireworks, fireworks or any explosive device until January 16, 2021.

Controls

Verification of compliance with biosafety measures and protocols will be in charge of the Secretary of the Interior, District Administrative Department of Health (Dadis), National Police, local mayors and other authorities in accordance with their powers, who may apply the sanctions established in the law.

The violation and non-observance of the measures adopted by means of this decree will give rise to the criminal sanction provided for in article 368 of the Penal Code, the norms of citizen conviction of Law 1801 of 2016, especially paragraph 2 of article 35 for violation of the numeral 5 of this, and to the fines provided in article 2.8.8.1.4.2.1 of the Sole Regulatory Decree 780 of 2016, or the regulation that it replaces, modifies or repeals.

The Local Mayors shall refrain from granting permits for activities and extension of hours to commercial establishments. Permits that have been previously granted and are within the validity of this decree will be without effect.
