Public servants linked to the government of Minas Gerais will receive the second installment of the thirteenth salary, up to R $ 2,000, in the next sixth. The information was given by Governor Romeu Zema (Novo) this Wednesday (12/30), through social networks.
The payment will be possible thanks to resources transferred to the state due to losses under the Kandir Act. On Tuesday (29), Zema had announced the payment schedule for the December due dates. It is estimated that, with the second installment of the benefit, three out of four members of the public function have the 13th paid in full.
When speaking of the subject, the governor mentioned the financial crisis hitting the state and took the opportunity to defend one of its flags: the privatization of state companies, such as the Companhia de Desenvolvimento de Minas Gerais (Codemig).
“We need additional income to catch up on bills, like the 13th and wages, and resume investments. Like the Kandir Act, the historic agenda of our state, we have other options for extra resources, such as legislative authorization to sell 100% of Codemig, ”he said.
Codemig, cited by Zema, was the target of a project approved by the Legislative Assembly last year. At that time, state deputies approved an operation for the advance sale of 49% of the company’s accounts receivable. However, the transaction did not end. Now, the idea is to sell the entire mining stake in the state company.

Kandir Law Resources
The Kandir Law was established in 1996. At that time, it was defined that states would not collect the Tax on the Circulation of Goods and Services (ICMS) on exports. It would be up to the Union to financially compensate federal entities for the tax exemption. This compensation, however, was stopped being paid in 2004, which started legal disputes between the states and the federal government. The legislation took the surname of Antônio Kandir, then Minister of Planning in the government of Fernando Henrique Cardoso.
Earlier this month, the National Congress approved compensation, in installments, for the losses derived from the legislation. The payment will be extended until 2032. Minas Gerais is entitled to R $ 8.7 billion. On Wednesday, the federal government signed the new law. Therefore, the state can receive the first figures from 2020.
