Young Woman Accused Online of Cheating Racial Quotas in PF Contest Says Photos Taken by Examining Board | federal District

The Federal Police informed the TV Globo that “investigates the circumstances of the case.” Last Monday (14) the dismissal of Glaucielle da Silva Dias was published in the Official Gazette of the Union, according to lawyers Rinaldo Mouzalas and Valberto Azevedo, the bidder himself requested the dismissal.

According to Glaucielle’s lawyers, the photographs that determined the candidate’s color during the selection were taken by Cespe himself. “The panel responsible for the hetero-identification examination was made up of five examiners, all members of black movements,” says the defense (see full note below).

Cespe says he did not take photos. “Cebraspe does not take photos in the hetero-identification stage, this stage is done in person and is recorded on video at the time it is happening,” he explains.

The body responsible for the contest said that the bank “evaluates whether the candidate has the physical characteristics of a black person, checking the texture of the hair and the color of the skin, among others.” According to the agency, the procedure is carried out by people “with experience in public policies to combat racism” (read the full note at the end of the story).

On Wednesday (16), the lawyers said that the young woman was “the daughter of a domestic worker, member of a humble black family from the interior of Rio de Janeiro.” After the case, Glaucielle published a video on social networks where she says that she never hid that she had access to the contest for quotas (look down).

“I have always been prejudiced by my appearance, by color, by my hair, by my nose,” says Glaucielle in the video.

‘Sensitized’ examiners

According to the lawyers, Glaucielle Dias declared herself black in the contest and cited the “difficult family history”. They claim that the details have touched the bank.

“Having attended the exam in person, when she came out black and recounted her difficult family history, [a candidata] it touched the examiners, “say Glaucielle’s attorneys.

The defense also points out that Glaucielle studied in a public school and had to work to pay for a private university. The note indicates that the candidate did not have access to leisure or “beauty care” for a year and seven months, during which time she devoted herself to the PF contest.

They point out that some images on social networks “have filters that would be masking the real appearance of the client.” The lawyers explain that “[a defesa] will use all available means to hold these offenders responsible for unlawful acts. ”

Cebraspe informs that all the candidates in the contest by the Federal Police (PF) who attended the places reserved for black candidates, who made the self-declaration at the time of registration and who passed the tests, underwent the heteroidentification procedure complementary to the self-declaration. This procedure basically consists of analyzing the phenotype of the candidate: the board evaluates if the candidate has physical characteristics of a black person, checking the texture of the hair, the color of the skin, among others. Five members, all with experience in public policies to combat racism. To ensure the fluidity of the process and avoid fraud, the notices have a rule that allows the candidate to be eliminated when it is found that the self-declaration made at the time of registration is false.

Even in the aforementioned case, Cebraspe is responsible for observing the legality of the procedures related to public bidding and guaranteeing the information and documents necessary for the eventual investigation of a crime. If there is a suspicion or complaint that fraud has occurred, it is up to this Center to send all the information necessary for the investigation to the Police, who will proceed with the investigations.

Cebraspe also reinforces that it repudiates the fraud attempts that tarnish the quota system for blacks. “
