Without tender, INSS still has 1.5 million cases pending

Without opening a new competition public, in addition to other internal factors, the National Institute of Social Security (INSS)) still has 1,568,050 pending cases in the agency’s benefits queue.

The data were requested from the autarky by the Brazilian Institute of Social Security Law (IBDP). Of the total pending cases, only about 777.6 thousand are pending to comply with the insured’s requirements, such as the delivery of documents. That is, most of the queue depends on the INSS itself to normalize.

Initially, the idea was that the queue would be regular until September. However, the deadline has not been met. Now, the expectation is that a new mandate will be announced.

  • 50.4% are from people waiting to receive medical assistance;
  • 47% are claims for sickness benefits;
  • 3% are for retirement;
  • requests for an additional 25%, exemption from income tax and death pension.

According to data from August 2020, the number of vacant positions already reaches 22,058 positions. That is, in the last month alone, the agency lost 42 servers. The vacancies are distributed as follows:

Social Security Analyst:
Employed – 4,225
Lazy – 2,349

Social Security Technician:
Employed – 14,522
Lazy – 19,709

The INSS did not present a new tender; The notice may appear from 2022

By 2021, the INSS expects that the sizing and planning of the human resources in the medium and long term of its workforce will be ready, which will thus allow the opening of a new public tender.

The last request for more than 7 thousand vacancies was made

The last INSS tender was held in 2018 for no less than 7,888 vacancies, distributed among the functions of Social Security Technician (middle level – 3,984 vacancies), Analyst – various specialties (higher level – 1,692 vacancies) and Medical Expert (higher education – 2,212 vacancies).

To apply for the position of Social Security Technician at the INSS, the candidate must have a certificate of completion of a high school course (former high school) or equivalent technical course, duly registered, issued by an educational institution recognized by the MEC. The position has the mission of carrying out internal and external activities related to the planning, organization and execution of tasks of constitutional and legal competences of the INSS that do not require specific professional training; collect information, conduct research, surveys and controls, issue reports and opinions; and exercise, prior designation by the competent authority, other activities related to the institutional purposes of the INSS, in addition to the common activities mentioned in the notice. The working day is 40 hours a week.

The Social Security Analyst, for his part, requires a duly registered diploma to study a higher degree in Social Work, awarded by a higher education institution recognized by the Ministry of Education (MEC), and registration in the specific class organism. The position has the mission of providing assistance and monitoring to the users of the services provided by the INSS in the Social Security Agencies – APS and their employees, retirees and pensioners; prepare, execute, evaluate plans, programs and projects in the area of ​​Social Service and Professional Rehabilitation; supervise and approve professional programs carried out by third parties or associated institutions; among other duties. The working day is also 40 hours a week.

Finally, the position of Medical Expert of the Social Security requires a diploma of completion of the Bachelor of Medicine career, granted by a Higher Education Institution accredited by the MEC, regularly registered in the Regional Council of Medicine. The position will exercise, privately, within the scope of the National Institute of Social Security (INSS) and the Ministry of Social Security (MPS), the Medical-Expert activities inherent to the General Social Security Regime protected by the laws, in particular : I – issue a conclusive opinion on work capacity for social security purposes; II – inspection of work environments for social security purposes; III – characterization of the disability for welfare and social security benefits; and IV – execution of other activities defined in the regulations. The occupants of the position of Social Security Medical Expert may also carry out, under the terms of the regulations, the Medical-Expert activities related to the application of Law No. 8,112, of December 11, 1990. The working day is 40 weekly hours.

The position of analyst has a remuneration of R $ 7,954.09, while the medical expert has a monthly income of R $ 10,616.14. The income already has food aid of R $ 458.

The last INSS competition opened only 950 vacancies

The last competition of the organ, opened in 2015 for technicians and analysts, had 950 vacancies. 1,087,804 candidates were registered. Of these, 1,043,815 were for the technician position (with 800 vacancies) and 43,989 for analyst (with 150 vacancies).

Opportunities were announced as follows:

-Medium level: Social Security Technician (800 vacancies). Salary of R $ 4,886.87 (reaching R $ 5,259.87, after six months), including bonuses. Workday of 40 hours per week.

– Higher level: Social Security Analyst (150 vacancies). Salary of R $ 7,496.09 (up to R $ 7,869.09), already with the bonuses. 40-hour weekly workday.
