With the support of the Minister of Health, Nelson Teich, the judicial decisions and the support of the medical and scientific community, the blockade, a stricter restriction on the movement of people, has advanced this week in the country and has already been promptly adopted in at least three regions: North, Northeast and Southeast.

The move is yet another effort in an attempt to stop the spread of the coronavirus, which is already filling ICUs in public hospitals and has killed at least 9,888 people in Brazil.

Starting next Monday (11), Niterói, in the Rio metropolitan region, will be the first city in the southeast to adopt the total blockade.

Across the Guanabara Bay, Mayor Marcelo Crivella (Republicans) also stated that he is studying the blockade suggested by Fiocruz: the institution issued a document this week recommending the measure for the capital of Rio de Janeiro, accompanied by economic measures to avoid further damage to the income of cariocas

This week, the city of Rio de Janeiro decreed a hardening of the movement in the Campo Grande neighborhood, one of the largest in the city and the scene of one of the lowest levels of social isolation among Cariocas.

Provoked by justice in MA and spontaneously in PA

The first state to adopt the measure was Maranhão, which began authorizing trafficking only for workers and users of essential services in four cities on the island of São Luís on Tuesday (5).

Maranhão’s closure was the result of a court decision, against which the government did not appeal.

Subsequently, the government of Pará was the first to spontaneously decree the total blockade. The measure began to take effect yesterday and extends to 17 in ten municipalities with the highest percentages of covid-19 contamination.

“The isolation in the home is between 45% and 50%, people get sick and lose lives,” said Governor Helder Barbalho (MDB) when announcing the measure. The state faces a lack of places in the public health system.

Hardening without blocking

Several states and cities that did not declare a closure vetoed circulation in certain areas or imposed measures to try to reduce pedestrian or vehicle traffic, such as the expanded car rotation announced in São Paulo for next Monday (11).

In Alagoas, Governor Renan Filho (MDB) also tightened the isolation and on Tuesday (5) he published a decree that closes access to the sidewalk and the edge of Maceió. The move came after the state led the increase in the number of cases in April.

In the state, the governor, vice, secretaries and deputies have already been infected with the new coronavirus.

In Ceará, the city of Fortaleza and the state government also issued decrees on Tuesday, making isolation more rigid and forcing the population to wear masks.

Scientists support mandatory closure

With ICU beds (Intensive Care Unit) practically full in four states and eight capitals across the country,
Experts have been more emphatic in suggesting the closure of cities to halt the spread of the new coronavirus.

In a bulletin also published this week, the Northeast Scientific Council instructed the region’s nine governors to enact a blockade in the event that the ICU’s bed occupancy exceeds 80%. The recommendation echoes that made by Fiocruz in Rio.

“The planning of the blockade will allow it to be applied selectively, that is, to reach some cities or regions and also all or some roads. Please note that in a blockade, all entrances within the determined perimeter are blocked by security professionals no one should be allowed to enter or leave without a plausible justification, “says the text.

The day before yesterday, for the first time, the Minister of Health mentioned the blockade as a measure that is suggested in critical cases. Teich also engaged with state health secretaries to support social isolation measures.

No federal support and impasses in court

In Pernambuco, where the UCI beds were filled for at least two weeks, Governor Paulo Câmara (PSB) made a letter requesting the support of the Armed Forces for the closure, but was eventually rejected by the local command.

“It is very difficult to stay, to become [um ‘lockdown’] without the federal government But we don’t depend on it. We are studying and trying to align initiatives so that we can act more effectively, “Pernambuco Health Secretary André Longo said yesterday.

Facing the negative, the MP (Office of the State Prosecutor) of Pernambuco filed a lawsuit the day before yesterday asking for the closure in the state. The request, however, was denied today because there was no “scientific evidence” for the measure.

A similar request was made by the deputy from Amazonas, who also called for the total closure of Manaus. Justice denied alleging that the pandemic is “waning” in the city, something experts have not pointed out.
