The governor of Rio Grande do Sul, Eduardo Leite, confirmed, this Friday 22, the resumption of co-management, in which mayors can use flag protocols lower than their classification in the Controlled Distance model. However, the return will be with changes in the protocols, the red flag being more restrictive than before. Currently, the entire state carries a black flag, extremely high risk for Covid-19.
Among the flexibilities is the permission to resume trading and other activities, but with certain times. On weekdays, face-to-face activities are prohibited from 8 pm to 5 am until April 4; the rule will include the Easter holidays. Only supermarkets will be able to attend until 10 pm, extending their previous period of operation. In the case of restaurants, beauty salons and services in general, the opening hours are until 6 in the afternoon. On weekends and holidays, the restriction of face-to-face activities is applied throughout the day, with the exception of services such as supermarkets, pharmacies and construction materials.
To return to the co-management model, mayors must adjust the protocols and be no less restrictive than the current red flag. “Co-management proposes to give the regions the possibility to adjust some of the protocols to a local need. It is not automatic: on the black flag, it uses flag protocols. No, the mayors of a region can decide to fully follow the black flag or to relax the elements on which the local economic reality is imposed. They can choose a middle way, ”said the governor.

Before announcing the changes, the head of the state Executive met all afternoon with the Federation of Municipal Associations (Famurs) and mayors of regional municipal associations to announce the changes in the adopted restrictions. The Mayor of Porto Alegre, Sebastião Melo, criticized the decision on social media. “The announcement made by the governor is not of co-management. Therefore, tomorrow I will meet with our team to discuss the actions to be taken at the POA. Among the inconsistencies, the burden of transferring to the municipalities the supervision of the norms imposed by the State, without prior consultation ”.
At the beginning of his speech, Leite reiterated the delicate situation of the State in relation to Covid-19. Despite indicating a stabilization in the number of new hospitalizations, the governor acknowledged that the level is very high. However, the option for the return of co-management is due to economic necessity.
“From a health point of view, the best thing is that we had no circulation for the non-circulating virus. On the other hand, from the point of view of the family economy, of people who need a minimum subsistence condition, we need to understand that there is a breathing limit that can be used in restrictions. Unfortunately, with a short emergency help, that breathing is exhausted and you have to give a minimum working condition ”, he said.
Leite also emphasized that the state government must provide, through an ordinance, resources for municipalities to temporarily contract the reinforcement of inspection teams for health protocols.
“When common sense does not prevail, it is necessary to have punishment,” he reinforced. Furthermore, education remains an exception and cannot be made more flexible through co-management, as it is related to the risk classification of the region. The state government maintains the understanding of allowing face-to-face classes in Early Childhood Education and 1st and 2nd Years of Primary Education under black flag. However, the measure remains suspended by court decision.
