In a ceremony in which he and the other authorities wore a mask, President Jair Bolsonaro signed on Wednesday (10) the law that facilitates the purchase of vaccines against Covid-19. Bolsonaro generally does not wear a mask, nor ministers and advisers, in public appearances alongside the president.

According to a survey by the G1 On the website of photographs of the Presidency, the last time Bolsonaro wore a mask in an official act was on February 3, in the solemn inaugural session of the legislative year of Congress. Since then, there have been 36 official events in Brasilia and other cities – including solemnities, hearings, meetings with ambassadors and graduations – with the participation of the president. In all of them he was without a mask, except for the ceremony on Wednesday.

Bolsonaro often questions the use of masks. Contrary to what doctors, scientists and researchers say, it says that there is no evidence of the effectiveness of the mask as protection against Covid. “The effectiveness of this mask is almost nil,” he said in August.

On the 25th, he used a distorted German poll to criticize the wearing of masks. In July, he vetoed part of a law that mandates the use of masks in public places: he vetoed the obligation to wear them in shops, schools, churches and temples.

When it was announced Tuesday night, the president’s official agenda did not foresee the event sanctioning laws related to vaccination. The ceremony was called this morning.

Bolsonaro sanctioned a provisional measure and two bills approved by the National Congress:

  • PL 534/2021: facilitates the purchase of vaccines by the Union, state and municipal governments and the private sector.
  • MP 1,026 / 2021: allows the purchase of vaccines before the approval of the Sanitary Surveillance Agency (Anvisa) and grants seven business days for the agency to decide on the temporary approval of vaccines.
  • PL 2.809 / 2020: it extends until December 31, 2020 the suspension of the mandatory maintenance of goals by health service providers in the Unified Health System (SUS).

According to the General Secretariat of the Presidency, Bolsonaro vetoed extracts from the project that allows the purchase of vaccines by the Union, states, municipalities and the private sector.

During the event, the general director of Anvisa, Antonio Barra Torres, defended the adoption of measures that try to contain the contamination by the new coronavirus.

“Wear mascara, socialize, and have good hygiene,” said Barra Torres.

Speaking, Bolsonaro downplayed the importance of social isolation, recommended by doctors and scientists as a prophylactic measure against Covid.

“The policy of confinement adopted in the past, isolation or confinement, was only intended to allow time for hospitals to be equipped with ICU beds [unidades de terapia intensiva] and respirators. The federal government spared no effort, did not save resources to serve all states and municipalities, ”he said.

In the act, the president also promulgated a law that extends the suspension of the fulfillment of goals by the health service providers of the Unified Health System (SUS).

The text also authorizes the use of the declaration of the local administrator of the SUS as a support instrument for the provision of services to the SUS in order to grant and renew the certification of charities in the health area.

Suspension of vaccination

On Tuesday (9), the Ministry of Health recognized the risk of interrupting the vaccination campaign due to the shortage of international offers and asked for help from China, a country that has been repeatedly opposed by Bolsonaro, his children and members of the Government.

The folder sent a letter to the Chinese embassy in Brazil asking for help with the purchase of 30 million doses of vaccine from the Chinese pharmaceutical company Sinopharm.

Since January, the country has been using CoronaVac and Oxford / AstraZeneca immunizers. At the moment, the government is trying to expand the offer of doses and is negotiating the purchase of other immunizers, such as the one produced by Pfizer, the only one with a definitive registration granted by the National Health Surveillance Agency (Anvisa).

The vaccination balance registered this Tuesday (9) that 8,736,891 people received the first dose of vaccine (4.13% of the Brazilian population). The second dose was applied in 2,975,266 people (1.41% of the population).

Brazil is experiencing the worst moment since the start of the pandemic. This Tuesday (9), the country registered 1,954 deaths from Covid-19 in the last 24 hours and surpassed the United States in the number of deaths in one day. In total, 268,500 deaths have already been registered in the country from the disease since the start of the pandemic.

There are also 48 days in a row with the moving average of deaths above the 1000 mark, 12 days above 1.1 thousand, and by the tenth day the mark appears above 1.2 thousand. 11 consecutive records were recorded since February 27.

In confirmed cases, the moving average of the last 7 days was 68,167 new diagnoses – the highest average number of cases since the beginning of the pandemic. In the last 24 hours, 11,125,017 new cases were registered.
