This weekend, the president Jair bolsonaro confirmed that Minister Paulo Guedes “is 98% of the economy”. According to him, the objective is to be firm in the 2% of the economic decisions that he says go through him. In addition, the head of the federal Executive stated that a red card will be given to anyone who talks about Citizen income.
Bolsonaro’s remarks came shortly after he voted for a school in Vila Militar, on the west side of Rio.
“What I said three months ago is worth it. Whoever talks about Citizen Income, a red card ”, he said.

The program Citizen income, which is intended to replace the emergency aid in 2021, expected to come out soon. It was recently reported that the program would be launched after the second round of the municipal elections, which already happened last Sunday (29). Initially, the federal government proposes that the new social program replace the Family scholarship and emergency help. The text that creates the program has already been submitted. However, due to the funding model, the program has not advanced.
“The Renda Cidadã issue, if we are going to do it or not, how and what will be done, everything will be decided after the second round. If we talk about positioning now, everything will serve as a choice. It is prudent to leave it for later, as well as the reforms ”, confirmed Barros.
According to information from the blog of columnist Sadi, members of the Bolsonaro government are looking for a solution to end the emergency aid, as it promoted an increase in the popularity of the president. However, the economic team maintains that it is not possible to maintain the aid payment without breaking the spending ceiling.
Guedes even said that he prefers Bolsa Família to moving to a new program
Economy Minister Paulo Guedes said the government will maintain its commitment to limit public spending below the ceiling. According to the holder of the portfolio, the measure will be adopted even if it is necessary to abandon the new social program, the Citizen Income.
According to Guedes, it is better to leave Bolsa Família as it is than to expand and create a new program that does not have fiscal sustainability.
“If we cannot find the space to do a better program, we will return to Bolsa Família. It is better to go back to Bolsa Família than to try to make a crazy and unsustainable move, ”he said.
Guedes revealed that the government will not be populist and also guaranteed that the replacement of Bolsa Família will be fiscally sustainable, within the spending ceiling rule.
“There is no trick,” Guedes said. He noted that larger cash transfers could be made with cuts in subsidies and deductions for the higher income classes. “There is no discussion about the (spending) ceiling,” Guedes said.
